Site work for a road / highway in Mount Pleasant, South Carolina. Completed plans call for site work for a road / highway.

The work will include, but not be limited to, the installation of signal equipment such as signal cabinet, mast arm foundations, mast arms, signal heads, detection, etc. based on the engineering drawings provided. A temporary traffic signal may be required as part of the mast arm foundation installation. The work will also include traffic control during the construction process in accordance with all Town and SCDOT standards for the applicable roadways. The construction time for this project shall be Three Hundred and Ten (310) calendar days from the commencement date in the Notice to Proceed or as determined by lead times by the successful Bidder. This Project is a Work Order construction project and involves the signal upgrade of one (1) signal at SC703 (Ben Sawyer Blvd) & S-51 (Rifle Range Rd/McCants Dr) in Mount Pleasant, South Carolina. Specific Description of the signal work: One (1) signal is to be completely rebuilt or upgraded per the Plans. The contractor is to furnish and install base mounted 332A cabinets assemblies on new foundations including 2070 controller / 2010 conflict IP monitor. The contractor will furnish and install mast arms and foundations, signal heads with back plates, blank-out signs, pedestrian poles, countdown pedestrian heads, push buttons assembly with signs, conductor wire, loops, thermal detection conduit, and splice boxes as shown on the signal plans or as directed by the District Traffic Engineer. Equipment and workmanship shall comply with the Traffic Signal Supplemental Specifications. he Town has elected to upgrade an existing span wire traffic signal to a new mast arm traffic signal at the intersection of Ben Sawyer Boulevard (SC703) and Rifle Range Road/McCants Drive (S-51). SCOPE OF SERVICES The work will include, but not be limited to, the installation of signal equipment such as signal cabinet, mast arm foundations, mast arms, signal heads, detection, etc. based on the engineering drawings provided. A temporary traffic signal may be required as part of the mast arm foundation installation. The work will also include traffic control during the construction process in accordance with all Town and SCDOT standards for the applicable roadways. The construction time for this project shall be Three Hundred and Ten (310) calendar days from the commencement date in the Notice to Proceed or as determined by lead times by the successful Bidder. Unless otherwise indicated in the solicitation, all work elements associated with the traffic signal installation shall comply with the South Carolina Department of Transportation Standard Specifications for Highway Construction, latest edition, Standard Drawings for Road Construction, SCDOT Special Provisions (for) Traffic Signal Installation, latest edition, and the Manual on Uniform Traffic Control Devices, 2023 edition. All costs associated with equipment, installation, mobilization, and traffic control shall comply with the SCDOT On-Call Traffic Signal Cost Estimate Sheet. Mobilization will be billed as a 'per work-order' basis as per the SCDOT standard and shall be 2% of the total work order or a minimum of $200, whichever is greater. Any questions or price disputes shall first be answered by referencing SCDOT's On-Call Traffic Signal Cost Estimate Sheet and if a resolution cannot be made, SCDOT will be contacted to give the final decision. Existing pavements are not designed to support all traffic, machinery, and vehicle types. The successful Offeror shall be responsible for any repairs to existing pavement, be it County, private, or State owned, due to damage from service activities. If it can be proven by the successful Offeror that he was operating within the legal limits, and the damage was not from carelessness or negligence, then he shall not be liable for damages. Written notification/questions must be received no later than 12:00 P.M., October 3, 2024, through the messages tab on the Town's Procurement Portal.
