This project is funded in whole or in part with funds provided by the New Jersey Department of Transportation under the Transportation Trust Fund. Award of contract shall be subject to approval by the New Jersey Department of Transportation. Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Westampton, and must be accompanied by Certified Check, Bid Bond or Cashier's Check drawn to the order of the Township of Westampton for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturdays, Sundays, and Holidays excepted. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Township of Westampton is the lowest responsible bidder and to waive such informalities as may be permitted by law. Milling and paving operations will only be authorized at the discretion of the Owner, based on weather conditions, and temperatures. In no way shall milling and paving operations be scheduled ifthe ambient temperatures for the five (5) day forecast are below 35 degrees Fahrenheit. This work shall consist of furnishing and placing an asphalt-coated paving fabric reinforced membrane over payment cracks, joints and other pavement distress areas prior to placement of a pavement overlay. Pavement repair membrane is used for repair of pavement cracks, joints, and other pavement distress areas. It is applied in strips over cracks and joints in Portland cement or bituminous concrete pavements. The membrane adheres to the existing surface and is then overlaid with a bituminous concrete overlay using standard paving procedures. The work consists of furnishing and installing inlets, grates and inlet heads; repairing inlets and/or manholes and reconstructing inlets; resetting of castings, and cleaning of existing drainage structures as shown on the plan or as directed by the Engineer. Reset existing manholes or inlet castings, using brick and mortar, to match finished grades. Cost associated with labor, equipment, and materials to reset a round, square, or rectangular shaped steel frame and casting should be included in the unit price bid for 'Reset Casting' in the proposal. The upgrading ofinlet grates with NJDOT Bicycle-Safe Grates shall be required. Any old inlet shall be upgraded to bicycle-safe grates. The Contractor shall inspect, measure, and deliver properly sized grates that match the existing inlet structure. All grates shall be ADA Compliant. Reset existing manholes or inlet castings, using brick and mortar, to match finished grades. Cost associated with labor, equipment, and materials to reset a round, square, or rectangular shaped steel frame and casting should be included in the unit price bid for 'Reset Casting' in the proposal. Where shown on the plans, remove existing inlet head and install new inlet head, Type N-ECO. Remove curb piece where indicated and furnish and install a driveway access backplate in accordance with manufacturer's recommendations. Inlet repair shall consist of cleaning the existing structure, including the removal and disposal of any debris, replacement of any damaged or missing block and/or brick, replacement of any loose or missing mortar, replacement of any loose or missing ladder rungs, reparging of walls, patching of channels, replacing any missing bolts in the casting, and any work necessary to repair the existing inlets. All work and materials shall conform to the NJDOT Standard Specifications and be approved by the Engineer. When completed, the surrounding area of the frame shall be firmly compacted with DGA, 4-inches thick and then base paved with HMA Base Course, 4-inches thick. The cost associated with this work should be included in the unit price bid for the resetting ofthe structure. Set the manhole cover or bicycle safe grate on the casting. Ifthe manhole cover or bicycle safe grate is loose or wobbles, grind to obtain a tight fit. Do not open to traffic until 3 days after the grout was set. Reuse any old castings and frames from the existing structures if they conform to the provided specifications. As shown on the Plans, construct sidewalks and concrete driveway aprons in accordance with the current NJDOT Standard Details. Public Sidewalk Curb Ramps with a detectable warning surface are also to be installed, ifand where directed by the Engineer. Each public sidewalk curb ramp shall be constructed meeting ADA compliance in accordance with Federal & NJDOT standards, with no exception. The contractor shall retain the services of a New Jersey licensed land surveyor and professional engineer to field survey, design, and prepare as-built plans ofthe constructed ramps to demonstrate and certify compliance with ADA requirements. A field survey showing as-built grades and slopes sufficient to demonstrate ADA compliance shall be submitted upon completion of each ramp. The as-built plan shall include a certification signed and sealed by a New Jersey professional engineer stating that each ramp is in compliance with the plans and ADA requirements. Any noncompliant ramps shall be removed and replaced by the contractor at no additional charge to the Owner. Furnish and place long-life striping and markings immediately after final paving is completed to the satisfaction of the Owner. The striping shall be laid out as approved by the Engineer in the field. Striping crew shall mark-out and obtain approval from the owner ofthe layout immediately upon layout. The striping crew shall deploy a crew within two-days of the final paving. Temporary stripes are not required for this project. The final striping shall be placed within two days offinal paving. Any existing striping found that conflicts with the proposed striping shall be grinded and removed to the satisfaction of the Owner and Engineer and then re-striped. Should the Contractor place striping and markings in the incorrect locations, then the Contractor shall remove the striping and re-stripe in the locations as approved by the Owner. The cost for removing the incorrectly located striping and restriping shall be paid for by the Contractor. At each limit ofwork, mobilize the grinding machine to remove any old stripes that do not coincide with the new striping. There is no specific payment for stripe removal and the cost associated with such work should be included in various items in the proposal. Signs shall be installed along the road as shown on the plan and if and where directed by the Engineer. All signs shall be equipped with retro reflective sheeting on all posts. Reset any existing signs that conflict with the paving, handicap ramp construction, and sidewalk construction, and relocate behind the proposed curb line. There is no specific payment for resetting signs and the cost thereof shall be included in various items in the proposal. The Contractor shall furnish and install signs if and where directed by the Engineer. Signs shall be laid out by the Engineer within ten (10) days after formal notice to proceed, quantifying the signs with locations along the roadway. Methods of construction shall be such that, when reset, the natural gas valve boxes shall conform to the grade of the resurfaced or re-graded area. The Contractor shall be responsible for notifying PSE&G to reset the valve boxes at their expense immediately before final paving. There is no specific payment for resetting the natural gas valve box and the cost thereof shall be included in various items within the proposal. Care shall be exercised in resetting the valve boxes. After resetting, the valve boxes shall be protected until the final resurfacing course has been laid. Castings that are damaged because of construction operations or vehicular traffic shall be replaced in kind and in a manner satisfactory to the owner without additional compensation.
