Reference Number: 0000362925 Requests for qualifications (RFQs) for on-call water and sewer hydraulic modeling consulting services on a contractual basis for a period of up to three years, initially, with up to two one-year renewals, for the possible term of five years. Background The Water Utilities Department evaluates new development and re-development projects and their potential impacts to the City's water, sewer, and recycled water systems, in addition to strategic planning and financial management of the Capital Improvement Program (CIP). The current approved budget for fiscal year 2024-25 beginning July 1, 2024 is over $80 million in planned capital improvements. In Fiscal Year 25/26 and 26/27, the Water Utilities Department CIP budget is expected to be $145 million and $170 million, respectively. The costs of department capital improvements range from $10,000 for small projects to more than $50,000,000. Scope of Work The general scope of work for WATER impact studies shall include, but not be limited to the following: Task 1: Background Information Review 1. Consultant will review the latest City design and construction manual including the potable water system design guidelines and be familiar with City standards and design criteria. 2. Consultant will review atlas maps, record drawings, as-built drawings, GIS maps and data to become familiar with the City's water system. In some instances, GIS data may be missing or may contain incorrect data for required fields such as pipe diameter, material, length, or 2 appurtenances. A substantial gap analysis, including review and quality control checks of the GIS, need to be conducted to identify missing data, and erroneous input values. The review process may require multiple data exchange iterations with City staff to fill in missing data. Provide findings to update GIS data. 3. Consultant will review the available planning documents for a proposed Project. These documents may include a Project site plan and building plan, proposed connections to the City distribution system, land use data (type of occupancy, number of dwelling units, retail/commercial/industrial square footage, fixture count), irrigated areas, fire flow requirements, and a plan of private on-site water distribution system (if applicable) 4. Consultant will review any recent applicable water studies or water system tests in the project vicinity and will incorporate the findings into the hydraulic model for calibration. 5. Consultant will review the last three years of water use data for the existing parcel(s) as provided by the City (If applicable). 6. Consultant will attend coordination meeting on capital improvement projects that require hydraulic analysis for water or sewer facilities that may include, but not be limited to, pipe capacities, estimated flow or pressure conditions, or impacts to existing system with proposed improvements. The CITY reserves the right to award this project to one firm, several firms or not make an award based on review of proposals, available budget, business needs and other factors that may apply.
