Demolition and site work for a residential development in Big Spring, Texas. Completed plans call for the demolition of a residential development; and for site work for a residential development.

The City of Big Spring (hereinafter referred to as "City") is requesting sealed bids from qualified individuals interested in contracting with the City to provide demolition and clean-up services of an approximately 13,300 square foot structure located at 1909 Apron Dr #42, Big Spring, TX 79720, Big Spring, Texas. All bids must be submitted on the form provided by the City and further must be properly executed in the space(s) provided. The demolition site area and structure are illustrated on the aerial maps and pictures attached to this RFB (see Attachment A). Proposers shall submit one (1) original and two (2) copies of their bid on the RFB Submission Form provided by the City. The original bid must be clearly marked, "Demolition of Airpark Building #42 for RFB No. 24-027" and include an original signature, in ink, to be accepted. Bids should be prepared simply, providing a straightforward and concise description of the Proposer's approach and capabilities necessary to satisfy the requirements of the RFB. Technical literature and elaborate promotional materials, if any, must be submitted separately. Emphasis in the bid should be on completeness, clarity of content, and adherence to the presentation structure required by the RFB. A pre-bid tour and meeting to discuss the City's requirements pursuant to this RFB will be held by request by contacting Albert Belez, Purchasing Agent at (432) 264-2388. A pre-bid is not required. All questions regarding this RFB must be submitted in writing and addressed to Albert Belez, Purchasing Agent, 310 Nolan Street, Big Spring, Texas 79720, or e-mailed to abelez@mybigspring.com. All emails must indicate "RFB No. 24-027" in the subject line. It is the sender's responsibility to verify receipt of email. The deadline for submittal of questions regarding this RFB is 5:00 p.m. (CST) on Friday, September 20, 2024. No person has the authority to verbally alter the terms of this RFB. Any changes to this RFB will be made in the form of an Addendum which will be made available online at www.mybigspring.com. It shall be the responsibility of interested proposers to check the website for addenda up to the bid submission deadline. The complete RFB and all Addendums will be posted on the City's website. Bids will be evaluated by the City. The City will consider the completeness of the bids and how well the bid meets the needs of the City. This RFB may be awarded either to the lowest responsible Proposer or to the Proposer who will provide goods or services at the best value for the City, in compliance with Texas Local Government Code, Section 252.043. The City reserves the right to waive any informalities or technical errors or consider alternate bids and award as a lump sum, individual basis, or any combination that in its judgment will best serve the interests of the CITY. The City reserves the right to request that any Proposer clarify its bid or supply any additional material deemed necessary to assist in the evaluation of the bid. The City reserves the right to make an award without further discussion of the submittals. Therefore, the bids should be initially submitted on the most favorable terms the Proposer can offer. The Proposer selected will be expected to enter a contract with the City based on the City's standard contract terms and conditions, attached hereto as Exhibit "A" to this RFB. Demolition - The Proposer will be responsible for demolition, removal, and proper disposal of the structure, concrete foundation, and all contents of the structure. The Proposer will be responsible for all costs of transport and proper disposal of all demolition debris. The property includes, but is not limited to, one (1) building approximately 13,300 square feet constructed of a steel frame with brick walls and roofing on a wood floor with some concrete slab areas. Certifications and Permits - The Proposer will be responsible for obtaining all certifications and permits necessary for completion of the project from the appropriate regulatory agencies. Any applicable permitting fees normally issued by the City may be waived but obtaining the permit(s) may still be required, at the discretion of the City. Utility Locates and Disconnects - The proposer will be responsible for coordinating and ensuring utility locates and disconnects. The City owns the water and electrical utilities and will disconnect these services upon request. Reuse of Materials - No materials from the project are proposed for reuse by the City. Salvage of Materials - Unless referenced otherwise in an Addendum, the Proposer shall take ownership and responsibility of all scrap/salvage materials. Extent of Underground Demolition - The Proposer will be responsible for the demolition of the foundation and any grading necessary to provide positive surface drainage to all areas of the site. Upon completion of demolition and clean-up, the property shall be returned to its natural state, leveled to grade and free of construction material and loose debris. Responsibility for Temporary Facilities - The Proposer will be responsible for all temporary facilities necessary to successfully complete the project. Portable restrooms and site fencing are required. Special Requirements - Caution and care must be exercised to prevent damage to adjacent property, sidewalks, pedestrians, and streetscape and to ensure that existing structures in the area can operate normally without significant disruption during demolition activities. Any required street closures shall be approved by the City at least 48 hours in advance. Any damage to the street, curb, or adjacent infrastructure will be the responsibility of the Proposer. Safety - The Proposer shall comply with safety rules and regulations pertaining to the activity, and shall govern employees according to, and in compliance with applicable OSHA regulations. Precautions and safety measures shall be provided for the safety of all workers. The Proposer shall maintain an accurate record of exposure data on all accidents incidental to work performed under this contract resulting in death, traumatic injury, occupational disease, or damage to property, materials, supplies, or equipment. Proposer shall provide information describing the specific safety measures/plans to be used in this project to protect personnel, public, structures and infrastructure. Bid must include any/all fees related to this requirement. Paper Records and Electronic Records - The Proposer shall promptly notify the City Manager or the City Manager's designee with regard to any paper records (papers with writing that are not merely decorative) or computer equipment (and particularly computer storage such as a hard drive), and dispose or transfer such as reasonably directed by the City Manager or the City Manager's designee. Hazardous Materials - Preliminary inspections of the site have been performed to identify any contamination related to asbestos. Material Disposal - The awarded contractor shall also dispose of all basic trash at a City provided facility at a rate of $25/ton. The City of Big Spring will not charge the awarded contractor for the disposal of any concrete, cement, or brick related to this project. Any concrete, cement, or brick shall be disposed of at a City provided facility. The awarded contractor shall provide the City with weight tickets for each load that is disposed of. The awarded contractor agrees to separate the weight tickets of concrete, cement, and brick. Any metal or steel shall not be disposed of at any City owned facility. Trees shall be removed and disposed of AS NEEDED. Disposal of trees shall be treated as "basic trash". Liquidated Damages For Delay - The CONTRACTOR agrees that time is of the essence for this contract. For each day of delay beyond the number of working days herein agreed upon for completion of the work specified and contracted for (after due allowance for such extension of time as is provided for under Extension of Time) above, the OWNER may withhold permanently from the CONTRACTOR'S total compensation, the sum of one hundred and fifty dollars per day ($150.00/day) as stipulated damages for such delay. Bid Bond - The bidder is specifically advised that the bid must be accompanied by a bid bond from a reliable surety company licensed to operate in the State of Texas, totaling five percent (5%) of the total amount of the bid as a guaranty that if awarded the bid, the bidder shall meet all specification requirements and delivery date(s). A certified cashier's check will be allowed in lieu of a bid bond for five (5%) of the total amount for the project. Performance and Payment Bonds - a) Performance Bond: The awarded contractor shall provide a Performance Bond if the contract amount exceeds $100,000.00. The performance bond will be required at the signing of the contract. b) Payment Bond: The awarded contractor shall provide a Payment Bond if the contract amount exceeds $25,000.00. The payment bond will be required at the signing of the contract. c) All required bonds shall be provided in an amount equal to one hundred percent (100%) of the contract amount. d) The surety company providing the bonds must be authorized to do business in the State of Texas. Pursuant to Section 3503.005, Texas Insurance Code, if the amount of a bond exceeds $100,000, the surety company must also (1) hold a certificate of authority from the U.S. Secretary of the Treasury to qualify as a surety on obligations permitted or required under federal law; or have obtained reinsurance in excess of $1 million from a reinsurer that: is an authorized reinsurer in Texas, or holds a certificate of authority from the U.S. Secretary of the Treasury to qualify as a surety or reinsurer on obligations permitted or required under federal law. e) The Contractor shall be required to submit all required bonds within ten (10) days from the date of Notice of Award to the purchasing department. Time The "Contract Time" is the period allotted in the Contract Documents for Substantial Completion of the Work. The "Date of Commencement" of the Work is the date established by the Notice to Proceed. In the event the notice to proceed is issued later than the date indicated below, the date of substantial completion will be extended by the number of days by which the notice to proceed exceeds date indicated below.
