Site work and renovation of a civil project in Oak Harbor, Washington. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The City's primary source of water is the City of Anacortes, which extracts and treats water from the Skagit River. The City receives its treated water through 24-inch and 10-inch transmission mains. The purpose of the Well 9 project is to provide potable water in the event of an emergency. The existing well was constructed in 1961. The well has recently failed. SCOPE OF WORK Task 1 - Project Management The Consultant shall submit a project management plan that includes necessary tasks and budget and oversee the project through construction. Task 2 - Project Design The Consultant shall develop a well design using Exhibit A as guidance. This shall include all elements of the project including plumbing, mechanical, electrical, well pump design, well screening system, and the pipe-to-pump design. The City will review the design at 30% and 90%, and provide input. Task 3 - Permitting and Report The Consultant shall prepare necessary permits and reports to complete the project. Task 4 - Contract Documents for Well Decommissioning and New Well Construction Based on the design, the Consultant will develop a scope of work for a well drilling/construction firm to complete the decommissioning of the existing well and pump in accordance with WAC 173-160- 381, and the construction of the new well and pump in accordance with WAC 173-160-191. Documents shall be used to competitively bid a construction company. Task 5 - Construction Support The Consultant shall provide oversight during construction, including working with contractors and subcontractors and updating City staff through weekly meetings.
