On-Call Asphalt and PCC Street Repairs. At the City's option, the City shall require contractor and contract staff to utilize a technological device at contractor's expense, such as a laptop, tablet or similar device, to assist with the City's Asset Management and Work Order System. Such device will be utilized to perform basic data input and respond to work orders from the City. Operation of the software system shall include, but is not limited to, monitoring and responding to real-time work order service requests and taking before and after photos of work performed. The City will reserve the option to provide this device to contractor. Question Deadline 09/24/2024 at 2:00 PM PT Any questions concerning this bid request must be submitted in writing through the City of Santa Ana's (City) electronic bid management system at online. SITE INSPECTIONS When appropriate, Bidders are encouraged to examine the locations, physical conditions and surroundings of the proposed work sites on their own to determine the extent to which these factors will influence or affect performance of work. Failure to inspect sites shall not relieve the Contractor from fulfilling the obligations of the Contract. The City shall assume that bidders have investigated and are satisfied with the expected conditions, quality of the work to be performed, and the requirements of these specifications. AWARD The following criteria will be included in the evaluation process for selection of the award recipients(s): 1. Ability to meet specifications; 2. Proposed price; 3. Delivery lead time; 4. Past record of performance in providing similar services; including such factors as timely response and cooperation. Scope of Services The City of Santa Ana Public Works Water Resources Division is soliciting bids from qualified contractors to establish a contract for the repair of roadway asphalt and concrete, and/or other infrastructure within the public right of way that may experience failures or need general maintenance repairs, on an as needed, work order basis per ATTACHMENT A. The scope of work will vary per Work Order. It may include, but not be limited to, asphalt or PCC street repairs; concrete repairs to sidewalks, curb and gutter, driveway approach, cross gutter, and curb ramps; and pothole patching. The selected contractor shall provide all transportation, labor, materials and equipment necessary to complete the work. The term of this contract shall be for one initial three (3) year period with provisions for two (2) one-year renewal options. All pricing shall remain firm for the initial contract period. Usage is not guaranteed. Execution of a contract between the City and successful Contractor does not guarantee work throughout the duration of the contract period. Numerous factors will be evaluated by the City in its delivery of project and work assignments, including available budget and City's needs. The City reserves the right to award the Contract to other than the lowest Bidder, to reject any or all bids, to cause re-soliciting of the bids, or to take such other course of action as the City deems appropriate at the City's sole and absolute discretion. The City shall endeavor to award contract to the lowest, responsive, responsible Bidder.
