Project Description - The project consists of sampling, testing, removal, hauling and land application of approximately 385 dry tons of liquid lagoon biosolids via surface application. The sludge to be removed is approximately 7.08% solids. The Port has DEQ-approved land application sites. Biosolids land application is authorized for the sites on a seasonal basis from June 15th through October 15th. Care must be taken to avoid wet soil conditions, so it is anticipated that the appropriate work window will be mid-July through early October. Work is anticipated for 2025. All work under this Contract must be substantially completed within 336 calendar days of the Notice to Proceed not withstanding days allotted for inclement weather in accordance with paragraph 12.03.C of the General Conditions. Bids will be received as a combination of unit price and lump sum bid items. No bid will be considered unless fully completed in the manner provided in the Instruction to Bidders, and accompanied by a bid security executed in favor of the Owner in the amount not less than 10% of the total bid amount of the bid. Bid security is to be forfeited as fixed and liquidated damage should the bidder neglect or refuse to enter into a contract and provide suitable insurance certificates, bond, or other required documents for the faithful performance of the work in the event bidder is awarded the contract. The Owner may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may, for good cause, reject any and all bids upon a finding of the Owner that it is in the public interest to do so. No bidder may withdraw or modify a bid after the hour set for the receipt of bids, and thereafter until the lapse of 60 days after the bid opening. Work under this contract is funded by the Clean Water Revolving Loan Fund through Oregon DEQ and a partnership of Local and/or Private funds. ***Bid Event: Bids may also be mailed to the following address: 4000 Blimp Blvd., Suite 100, Tillamook 97141. Mailed bids must be received before the bid opening above and have "BID ENCLOSED" marked on the envelope. Mailed bids received after this time will not be accepted. Bids will be opened publicly and read aloud immediately following the specified closing time. All interested parties are invited to attend. Subcontractor declarations must be submitted to the abovementioned representative no later than 4:00 p.m. on the bid opening date stated above. ***Document Note: And 24-hours' notice.
