Village of East Palestine intends to contract for planning, design, engineering, surveying and construction services in connection with the Village transportation safety measures, sidewalks, street, storm sewer, and sewer improvements. Statements received after this deadline will not be considered. Statements of qualifications should include information regarding the firm's history; education and experience of owners and key technical personnel; the technical expertise of the firm's current staff; the firm's experience in designing similar projects within the last five years; availability of staff; the firm's equipment and facilities; references; firm's proximity to the Village; any experience and work history with the Village of East Palestine, however not required, and ODOT pre-qualified. The project includes the acquisition of preparation of preliminary and final design, construction plans and specifications, and bidding and construction phase engineering services including Resident Project Representative for the referenced project. OMEGA will submit the funding applications and management the funding throughout the project. The funding obtained will be through various sources, U.S. DOT Safe Streets and Roads for All, ODOT, Ohio Public Works Commission, and Appalachian Regional Commission, and Community Development Block Grant. As required by Ohio Revised Code 153.65-71, responding firms will be evaluated and ranked in order of their qualifications. Following this evaluation, the Village of East Palestine will enter contract negotiations with the most highly qualified firm for two years, with a possibility of extending it another 2 years and thereafter. The method of Contractor Selection has not been Determined at this time.
