Site work for a water / sewer project in Morristown, New Jersey. Completed plans call for site work for a water / sewer project.
Separate SEALED BIDS will be received by the Purchasing Agent of the County of Morris in the Office of Purchasing, Morristown, New Jersey for the respective project as follows:Lewis Morris County Park Septic Replacement. The County of Morris shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source. Bids shall be enclosed in a sealed envelope addressed to the County of Morris and marked with the name and address of the Bidder and the Contract Title and Number. No bids shall be accepted after the designated time, and Morris County will not assume responsibility for bids forwarded by mail or delivery service, nor any other conveyance. Each bid must be accompanied by a certified check, cashier's check or bid bond in the amount of five percent (5%) of the total bid, payable to the County of Morris, as a guarantee that if the contract is awarded to the Bidder they will enter into a contract and provide the necessary bonds, and insurance as required by the County and the Division of Risk Management. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. The Source of Funding for this Project is either wholly or partially funded by Federal American Rescue Plan Act State and Local Fiscal Recovery Fund dollars and adherence to all applicable federal, state and local laws is required. The successful Bidder will be required to furnish a Performance Bond, Payment Bond and Maintenance Bond as specified in the Contract Documents. EACH BID MUST BE ACCOMPANIED WITH A CONSENT OF SURETY which states that the surety company will provide the Bidder with the performance bond specified in the Contract Documents in the event the Bidder is awarded the Contract. Bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Award of contract by the Board of County Commissioners will be made within 60 days of bid opening. Question Deadline 10/04/2024 No oral interpretation and / or clarification of the meaning of the specifications for any goods and services will be made to any bidder. Such request shall be in writing, addressed to the Director of Purchasing mcpurchasing@co.morris.nj.us Work under this contract shall include furnishing all labor, equipment and materials required to provide complete, functioning Subsurface Sewage Disposal Systems for the Maintenance Building, Cultural Center Building, and Sunrise Lake Boathouse Building (Base Bid); the Old Army Restroom Building (Alternate A-1); the Sugar Loaf Restroom Building (Alternate Bid A-2) at Lewis Morris County Park. Completion of the project will require, but is not limited to, furnishing all material and labor for installation of the following: Site clearing and preparation of the site for the system replacement, including the removal of trees and vegetation, existing asphalt, and the removal and disposal of the existing septic tank(s), lateral piping, disposal field(s) and all other parts uncovered associated with the existing septic systems. Precast concrete septic, reactor, and clear well tanks, complete with effluent pumps, and controls capable of automatically operating the pump, and generating alarms. Installation of new septic disposal fields. The new fields shall be constructed of washed gravel with perforated PVC distribution laterals supplied by a manifold. The septic fields and equipment will be protected, as needed, from vehicles by a series of concrete filled pipe bollards. Electrical work required for installation of new circuit breakers, submersible pumps, water level alarms, pump control panels with alarms, junction boxes and all associated conductors and conduits. Restoration in-kind of all lateral and conduit trenches, tank installation and/or removal. All trenches through pavement to be restored in-kind with full depth pavement restoration. Restoration of the septic field areas consisting of topsoil, fertilizer and seeding. Installation and removal of soil erosion and sediment control measures. The Contractor shall supply all materials, equipment and labor incidental to completion of the project. Type of Contract: Lump Sum Single Prime Bid SEQUENCE OF WORK The entire proposed system shall be fully operational prior to disconnecting/ removing/ abandoning the existing system. Contractor shall coordinate the sequence of work with the Owner to minimize disturbance to public and Owner. The sequence of work, unless otherwise coordinated and approved by the Owner, shall be: 1. Sunrise Lake Boathouse The replacement septic system at the Boathouse building shall be operational no later than May 16, 2025. 2. Maintenance Building 3. Cultural Center Building 4. Old Army Restroom Building 5. Sugar Loaf Restroom Building
