Site work for a water / sewer project in Berkeley Township, New Jersey. Completed plans call for site work for a water / sewer project.

Deviation from this submittal procedure will subject the proposal to rejection. The work of this Contract includes, but is not necessarily limited to the following: Maintenance dredging of Stouts Creek, located in the back bay of Lacey Township, New Jersey. Dredging is to be conducted to an elevation of -5.5' mean low water (MLW). The estimated dredging volume for the Base Bid dredging of material in Lacey Township is approximately 6,000 cubic yards (CY), including an allowable 0.5-foot overdredge. The dredged material shall be transported by conveyance pipeline, or barged and offloaded hydraulically, to the Oyster Creek CDF and discharged within the limits of the CDF. Each Proposal must be submitted utilizing the forms contained within the Contract Documents. It must be enclosed in a sealed envelope bearing on the outside the name of the BIDDER, their address and name of Project(s) for which the Bid is submitted. Materials to be contained within the sealed envelope are specified under "Instructions to Bidders." Bid Proposals shall be complete, in ink, and any Bids incomplete or not submitted in a sealed, specially addressed envelope may be considered informal. Each Bid must be accompanied by a proposal guarantee in the form of a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the full amount of each Contract Bid, not to exceed $20,000. Surety shall be made payable to: Lacey Township and shall be without condition or qualification. All Bidders shall be required to comply with Chapter 127, P.L. 1975, c. 127, requiring each Bidder and each Subcontractor to formulate and submit to the proper authorized representative of the State of New Jersey an Affirmative Action Program of equal opportunity which guarantees minorities employment in all categories. --Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. Seq. and N.J.A.C. 17:27. --All Bidders must also comply with the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. and the N.J.S.A. 34:1B-5.1, Chapter 150, Laws of 1963. Lacey township reserves the right to waive any informalities or to reject any and all Bids, if it is in the public interest to do so. If the Bidder is a Corporation or a Partnership, the Bidder, in conformance with Chapter 33, P.L. 1977, shall submit with their Bid, a statement setting forth the names and addresses of all stockholders who own a 10 percent or greater interest in the firm. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project. Question Deadline 10/04/2024 All questions shall be submitted in writing to the Engineer and shall be received to info@actengineers.com PROJECT LOCATION - The Project location includes Stouts Creek and Worden's Oyster Pond, which are in the back bay of Lacey Township, New Jersey. This area is referred to as the "Site" in these Contract Documents. The Work will also be conducted near the Oyster Creek CDF, private properties, and the Intracoastal Waterway. The Site location is shown on the Contract Drawings. PROJECT DESCRIPTION - This Project consists of hydraulic and mechanical dredging within Lacey Township. Dredging will be conducted to an elevation of -5.5feet mean low water (MLW). Dredged materials will be transported by conveyance pipeline, or material barges, to the Oyster Creek CDF and discharged within the limits of the CDF. The estimated dredging volume for the Base Bid dredging of material in Lacey Township is approximately 6,000 cubic yards (CY), which includes volume associated with an allowable 0.5-foot overdredge. Work must be completed in accordance with the Contract Drawings, the Project Permits, and these Technical Specifications. PROJECT DURATION - The duration of the Project is 71 days and shall be defined as the duration following issuance of Notice to Proceed until the contract end date of January 31, 2025. Key milestones corresponding to regulatory requirements are as follows: 1. No active dredging and/or discharge of waters from the CDF shall be permitted after December 31, 2024. 2. Contractor shall be fully demobilized from the Site by January 31, 2025
