Abandoned and Derelict Vessel (ADV) Removal - Bridge Creek, Lodge Creek, Great Wicomico River The purpose of this solicitation is to establish a contract with a qualified and properly licensed contractor to provide recovery from waterways and removal of up to three (3) abandoned or derelict vessels at three (3) locations in Northumberland County in accordance with the specifications, terms and conditions stated herein. The work may also include remediating, abating and legally disposing of all asbestos containing materials, lead based painted materials, mercury thermostats at the site, and potential fuels and oils. Work Location: Coordinates: Bridge Creek 37.88438 lat -76.27634 long Lodge Creek 37.9929185 lat -76.54074584 long Great Wicomico River 37.836868 lat -76.314534 long Northumberland County hereby reserves the right, which is understood and agreed to by all Bidders, to refuse any or all bids submitted; and also reserves the right to waive any informality in bids received, but any contract awarded will be to the lowest responsive, qualified and responsible bidder. No bidder may withdraw his/her bid within sixty (60) calendar days after the actual date of the bid opening. The Bids will be in full force and effect for ninety (90) days after they have been officially opened. LIQUIDATED DAMAGES: The County and the Contractor recognize that time is of the essence in the timely completion of the work promulgated in this solicitation. If the work is not substantially completed within the time specified in this solicitation, plus any extensions allowed by the County, the County and Contractor recognize that such delays, expense, and difficulties involved in proving in a legal proceeding the actual loss suffered by the County would be extremely laborious and time intensive. Accordingly, instead of requiring any such proof, the County and the Contractor agree that as liquidated damages for delay (but not as penalty) the Contractor shall pay the County Three Hundred ($300) U. S. dollars for each day that expires after the time specified for reaching substantial completion. Three Hundred ($300) U. S. dollars will be charged the Contractor for each day that expires after the time exceeds the period between substantial completion and final completion, adjusted for any changes made by the County during the period. The County may assess these fees against any unpaid amount of the contract, its retainage, or elect to take additional actions to secure the charges. Until any and all outstanding fees or charges are submitted to the County, the Contractor acknowledges that they will be considered as non-responsible for any future work with the County. WORK COMPLETION: It is the intent of Northumberland County to make an award no later than November 15, 2024. Actual on-site work is to be scheduled and coordinated with the Project Manager. The site will be available for work completion Monday through Friday. This project must be completed by April 30, 2025. The time of completion will be a factor in making an award.
