The WCA is seeking a qualified Consultant or firm to provide Material Testing and Inspection Services for the San Gabriel River Center and Gardens Project Phase 1 in the City of La Puente. The objective of this RFP is to select a Consultant that is best qualified to perform the work described in Section III. PROJECT DESCRIPTION The Watershed Conservation Authority ("WCA" or "Owner") is a local public entity of the State of California exercising joint powers of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) and the Los Angeles County Flood Control District (LACFCD) pursuant to Section 65000 et seq. of the Government Code. The purpose of the WCA is to expand and improve open space and recreational opportunities for the conservation, restoration, and environmental enhancement of the San Gabriel and Lower Los Angeles Rivers Watershed area consistent with the goals of flood protection, water supply, groundwater recharge and water conservation. The WCA executes its mission either directly or through local assistance grants for wetland/watershed restoration; natural habitat and urban area enhancement; and public access and recreation projects. The San Gabriel River Center and Gardens Project is an approximately two-acre (86,000 square feet) site located on the east side of the San Gabriel River, and immediately adjacent west of the 605 Freeway (APN# 8110-029-908). The site is mainly in an unincorporated area of Los Angeles County. The westernmost portion of the site is within the City of Industry. The River Center is situated in a two-acre area that includes an existing 1929 Spanish colonial revival style farmhouse that was used by the original owners. The intent is to transform the site into a water-wise educational resource and visitor center for the public. The Center will include opportunities for local art, local water resource information, interactive features, multilingual signage and park programming. This RFP shall be considered for Phase 1 only. The maximum aggregated contract amount is $50,000 not-to-exceed (NTE) and the estimated contract term is two (2) years. The WCA does not guarantee that any work will be done under the agreements during the contract period to the selected firm. The scope of services and total fee will be negotiated utilizing the rates specified in the Proposal. Expenses such as mileage and printing may be eligible for reimbursement so long as detailed supporting documentation is submitted with invoices. Invoices shall be submitted upon completion of agreed tasks and not more frequently than once a month, in arrears. The most highly qualified Consultant/consulting firm is expected to be selected, and the contract will be awarded by the end of October 2024 with a start date no earlier than December 1, 2024. The executed Agreement may be formally amended to accommodate schedule conflicts, or any unexpected costs associated with the services, by mutual consent of the WCA and the Consultant. A variation of the terms (i.e., change in project representative, change in budget) requires mutual consent from the WCA and Consultant. No verbal understanding, agreement, or amendment not incorporated into the Agreement is binding on either party.
