The State of Maryland and the Maryland Department of Veterans and Military Families (DVMF) are honored to offer our veterans, National Guard, Reservists and their eligible dependents a final resting place at one of five state veterans cemeteries located throughout Maryland. Since 1978 more than 28,000 Maryland veterans and their eligible dependents have chosen Crownsville State Veterans Cemetery, as their final resting place. The U.S. Department of Veterans Affairs (VA) operates 155 national cemeteries and 34 soldiers' lots and monument sites in 42 states and Puerto Rico. More than four (4) million Americans, including Veterans of every war and conflict, are buried in the VA's national cemeteries. The VA also provides funding to establish, expand, improve, and maintain 119 State Veterans cemeteries in 48 states and territories including tribal trust lands, Guam, and Saipan. The VA's National Cemetery Administration (NCA) ensures that national cemeteries serve as dignified and respectful settings. Each Cemetery is to be an expression of appreciation and respect of a grateful nation for the service and sacrifice of her veterans. Furthermore, each National Cemetery is to be maintained as a National Shrine. A National Shrine is defined by the VA "as a place of honor, and memory that declares to the visitor or family member who views it that within its majestic setting, each and every veteran may find a sense of serenity, of historic sacrifice, and nobility of purpose." The Department of Veterans & Military Families is accepting quotes for a Licensed and Insured Contractor to renovate the admin area and breakroom, located in the Administration Building at Crownsville Veterans Cemetery, located at 1122 Sunrise Beach Road, Crownsville, MD 21032. A. Admin Area: This project involves the construction of two new walls and a door and relocating an existing light switch in the current admin section to the newly constructed foyer. The objective is to modify the existing admin area to create a new enclosed space with a pass-through reception window and doorway to create a foyer within the existing admin section. Construction must meet specific functional and aesthetic requirements outlined in this scope of work. The project also includes removing the existing carpet and installing anti-slip tile in the newly constructed foyer to improve safety, durability, and aesthetics. B. Employee Breakroom: This project involves the installation of a sink with a faucet, waterlines for the sink and refrigerator, and storage cabinets. The work will be completed in accordance with local building codes, industry best practices, and safety regulations. Questions Due By: October 9, 2024, no later than 12:00 p.m., EDT Local Time 1. The work will be completed in accordance with local building codes, industry best practices, and safety regulations. 2. ADMIN AREA SPECIFICATIONS: A. Admin Area Wall Construction: o The Contractor shall erect two new walls ( approximate wall length 13'6" X 9'3/4") in accordance with the provided Administration Building Floor Plan. The actual location, dimensions, and alignment of the walls must be confirmed by the Contractor before construction begins. o The contractor shall install the pass-through window, (Counter height, 36 to 42 inches from the floor), on the newly constructed wall facing the entrance. The window (approximate dimension: 36" X 48") shall be made of glass or other materials that are transparent and shatterproof with an opening large enough to distribute and receive documentation and small packages. In addition, a blind will be installed on the inner wall to obscure view from the outside. o The Contractor shall use standard wood/metal studs for framing the walls. o The Contractor shall install soundproof or thermal insulation within the wall cavity. o The Contractor shall install drywall on both sides of the newly constructed walls. The tape and mud applied to the drywall must be sanded to a smooth finish to prepare the wall for painting. o The Contractor shall paint the newly constructed walls to match the surrounding area and current aesthetics of the building. o The Contractor shall be responsible for reinstalling ceiling tiles disturbed or removed during wall construction. B. Interior Door installation: o The Contractor shall be responsible for the installation of a new interior door to include the installation of a locking mechanism. The door and door handles must match as closely as possible and complement the existing interior doors and door handles. o The Contractor shall confirm the dimensions of the door opening to ensure proper fit of the new door. o The Contractor shall verify that the correct type, size, and style of door has been selected and selection approved by the Cemetery Director prior to installation. o The Contractor shall install door hinges and align the door within the frame. Ensure smooth operation without sticking or gaps. Trim the door to fit, if needed, to ensure it swings freely and securely closes within the frame. o The Contractor shall confirm the selected lock type (e.g., privacy lock, keyed entry) with the Cemetery Director. o The Contractor shall accurately drill and cut the necessary holes in the door for the lockset and strike plate and install the lockset, ensuring proper alignment of latch, handle, and key mechanism (if applicable). Install the strike plate on the door frame, ensure proper alignment for secure latching, and make the necessary adjustments to ensure the door opens and closes without resistance and locks securely. C. Electrical Work: (Must be completed by a certified/licensed electrician) o The Contractor shall disconnect and safely remove the existing light switch from the existing section of the admin building, re-route the wiring as required to the newly constructed foyer, and install the light switch in the new location, ensuring it is operational and compliant with electrical codes. o The Contractor shall patch and finish the previous light switch location to blend with the existing wall. o The contractor shall conduct testing to ensure the light switch is functioning correctly after relocation. o The Contractor shall arrange for the necessary inspections (if required) and make any necessary adjustments to pass inspection. D. Carpet Removal: o The Contractor shall remove the existing carpet, (approximately 220 sf), including any padding or underlayment, from the interior area of the newly constructed foyer only. BREAKROOM SPECIFICATIONS: A. Employee Breakroom: o The Contractor shall conduct a thorough site assessment to evaluate the current breakroom layout, plumbing requirement, and electrical systems. o The Contractor shall confirm the water supply lines, drains, and electrical outlets for appliances. o The Contractor shall obtain any necessary permits for plumbing and construction work. o The Contractor shall remove any existing cabinetry or fixtures in the designated area where the new sink, refrigerator waterlines, and new cabinets will be installed. Clear and prepare the installation site for plumbing and cabinetry work. o The Contractor shall install a new waterline from the existing plumbing to the designated sink location. o The Contractor shall connect a cold and hot water line to the new sink, install a drain line, and ensure proper venting to connect the sink to the building's sewage system. o The Contractor shall install a separate waterline for the refrigerator from the existing cold-water source and ensure proper water flow and connection for the refrigerator's ice and water dispenser. o The Contractor shall install new upper and lower cabinets in the designated area for storage purposes. Secure cabinets to the wall, ensuring they are level and properly supported. Install cabinet hardware, such as handles and hinges, ensuring proper alignment. Provide adequate countertop space, if necessary, for kitchen appliances and the sink area. o The Contractor shall install the designated sink into the new countertop or existing counter, connect the faucet to the newly installed waterlines, and test both hot and cold-water flow for any leaks and ensure proper water pressure. o The Contractor shall apply caulking and sealants around the sink, countertop, and any cabinet seams for a watertight finish, install backsplash, (if applicable), to protect the wall behind the sink, and apply necessary paint touch-ups or repairs to the surrounding walls impacted by construction. o The Contractor shall test the functionality of all newly installed fixtures, plumbing, and appliances to ensure they are operational.
