The closed Hawkins Point Landfill contains a 21,573-gallon fiberglass reinforced plastic (FRP) aboveground storage tank, containing chromium-contaminated leachate, surrounded by a concrete containment dike as a part of the landfill's leachate collection system. This Technical Specification provides the material and workmanship requirements for the surface preparation by dry abrasive blast cleaning and the application of a new coating system on the interior walls and floor of the leachate tank containment dike at the Hawkins Point Leachate Collection Facility. Additionally, all steel pipe supports inside the dike containment shall be abrasive blasted and coated. The purpose is to install a new, long-lasting protective coating system. The Hawkins Point Leachate Collection Facility is located at 5501 Quarantine Rd in Baltimore, Maryland. The leachate tank is contained in a concrete containment dike. The dike is approximately 30 feet by 22 feet by 4.5 feet in height. Tank and Containment Area Details are included as Attachments A and B. The containment area also contains a trench and sump area that are to be lined. The facility is owned by the Maryland Port Administration (MPA) and operated by the Maryland Environmental Service (MES).
