North East Middle School is located at 200 E Cecil Ave, North East, MD. North East High School is located at 300 Irishtown Rd, North East, MD 21901. The proposed project is for the co-locating of the two schools into one building to be located on land adjacent to the existing high school that was recently acquired by Cecil County Public Schools and incorporated into the high school property. The new school will be constructed on the western portion of the site, south of Irishtown Road. During construction, the existing high school will remain operational. The stadium was recently renovated and will remain as part of the new school. The existing building will remain in place and operational, completely separated from construction activity. All construction will take place within a fenced area. Existing pedestrian and vehicular access to the high school will be maintained. Following the completion of the construction of the new building, the existing building will be demolished and the remaining sitework will be completed, utilizing the existing infrastructure to the greatest extent possible. The contractor or supplier who provides materials, supplies, equipment, and/or services for this construction project must attempt to achieve the specific Prime Bid Package MBE goal established for this project. All prime contractors, including certified MBE firms, when submitting bids or proposals as general or prime contractors, are required to attempt to achieve these goals from certified MBE firms. The bidder may use the Maryland Department of Transportation website (www.mdot.state.md.us) to help locate Maryland Department of Transportation-certified Minority Business Enterprises. 06A - GENERAL TRADES (REBID) MBE Goal 20% The bidder or offeror is required to submit with its bid or proposal a completed Attachment D-1A MBE Utilization and Fair Solicitation Affidavit & MBE Participation Schedule as described in the solicitation documents. Failure to submit these forms with the bid will result in the bid being determined nonresponsive. When the specific Prime Bid Package MBE contract goal cannot be met, the bidder or offeror must submit with its bid the Attachment D-1A MBE Utilization and Fair Solicitation Affidavit & MBE Participation Schedule (indicating partial or no participation). The apparent low bidder must submit additional minority business enterprise material and supporting data, which is specified in the bid documents within ten (10) working days after notification that the firm is the apparent low bidder. The failure of a bidder to complete and submit all of the required forms will result in a determination that the bid is not responsive. The failure of an offeror to complete and submit all of the required forms will result in a determination that the bid is not susceptible to being selected for award. In addition, a 5 percent Bid Bond, Anti-Bribery Affidavit, Certification Regarding Debarment, NonCollusion Affidavit, and Contractor's Qualification Statement (AIA Document A305) must accompany all bids. A 100 percent Performance and Payment Bond payable to the Owner and certification of appropriate insurance coverage will be required of the successful Bidder.
