Site work and paving for a mixed-use development in Mount Holly, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

As of October 18, 2024, project was awarded to Earle Asphalt Company with the amount of $279,913.13. The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and shown on the Plans. In general, the work on Front Street includes 8,800 SY pavement milling (2" depth); 1,050 tons HMA 9.5M64 surface course, 800 LF concrete vertical curb; 75 SY replacement concrete sidewalk; 60 SY replacement concrete aprons; 2 SY detectable warning surface (brick); removal of four (4) trees (various DBH 12" to 36"), and other incidental work. In general, the work for Alternate "A" bid (Mary Street) consists of 1,000 SY pavement milling (2" depth); 125 tons HMA 9.5M64 surface course, 225 LF concrete vertical curb; 30 SY replacement concrete sidewalk; 2 SY detectable warning surface (brick); 35 SY roadway excavation unclassified (3"+- depth), and other incidental work. Plans, Specifications and forms of bid for the proposed work prepared by Richard A. Alaimo Associates, Municipal Engineer, have been filed in the office of said ENGINEER, at 200 High Street, Mount Holly, New Jersey, and may be inspected by prospective bidders during the regular business hours. This project is funded in whole or in part with funds provided by the New Jersey Department of Transportation under the Transportation Trust Fund. Award of contract shall be subject to approval by the New Jersey Department of Transportation. Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Mount Holly, and must be accompanied by Certified Check, Bid Bond or Cashier's Check drawn to the order of the Township of Mount Holly for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturdays, Sundays, and Holidays excepted. All contractors must utilize skilled workers who have successfully completed an apprenticeship program or other craft training program certified by the Department of Labor, Bureau of Apprenticeship and Training. Proof of worker's course completion must be provided prior to beginning work. As a condition of performing work on Public Works Contracts, the General Contractor shall provide certification that he and each subcontractor when performing work on the project shall have on-site and at least one employee who has successfully completed an OSHA 30-hour Construction Safety and Health course. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Law); P.L. 2004, c.57 (Business Registration Act); and P.L. 2003, c.91 (Public Works Contractor Registration Act). Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Township of Mount Holly is the lowest responsible bidder and to waive such informalities as may be permitted by law.
