The City of Spring Hill is seeking a qualified firm to provide a city-wide Comprehensive Safety Action Plan to make the street in the community safer for all by identifying areas that are statistically higher in crashes and areas in underserved communities. The Safety Action Plan will be used to create safer routes and connectivity with the goal of significantly reducing serious injuries and fatal crashes. It is the City's intent to engage a qualified firm through an evaluation and comparison of project approach, project team resumes, capabilities of the firm, and appropriate references. This project is being funded by The Safe Streets for All (SS4A) funding program defined in the Infrastructure Investment and Jobs Act. The SS4A program authorizes one Billion dollars each fiscal year from FY2022-2026. The goal of the SS4A funding is to reduce fatal, serious, and suspected serious injury (F&SI) crashes on roadways. The Action Plan will apply to the City of Spring Hill, Kansas. The crash analysis and mitigation strategies should be conducted for the Spring Hill area, but the strategies and corridor/project recommendations should include the immediate surrounding area. Final reporting strategies are to be explained in the proposal submission. The Action Plan should include emphasis as needed on high-risk locations identified through the analysis. The SS4A funds are intended for municipal-owned roadways. However, the crash analysis should include all roadway facilities within the region to identify risk factors and mitigation strategies. State roads can be included in the analysis even though States are not eligible to receive SS4A funds directly. The development of a Safety Action Plan will provide a framework for areas in need of safety improvements, which could include, but not limited to, road widening, re-striping, sidewalks, separated paths, reduced speed limit zones, and designated pedestrian crossings. The content of the Action Plan is described in Appendix B (Scope of Work). 10/11/2024 Notice to Proceed The City reserves the right to reject any and all proposals. In addition, the City will not reimburse costs associated with the preparation or presentation of the proposals The method of Contractor Selection has not been Determined at this time.
