Jefferson County Drainage District No. 6 (District) is seeking a professional Firm or Firms with the experience, capabilities, and qualified available staff to provide professional engineering and related consulting services to conduct Regional Watershed Study Extension. The purpose of this study initiative is to expand on the Regional Watershed Plan for the District which is intended to develop flood reduction projects to address flood damages and prepare a path to implementation that includes costs, benefits, challenges, and prioritization. The study will build on the ongoing State of Texas Flood Infrastructure Fund (FIF) funded Regional Watershed study that is developing existing conditions hydrologic and hydraulic models for the entire District's region. The District's FIF study is an ongoing effort. The completed portion of the study included an extensive hydrologic and hydraulic analysis which was used in conjunction with reported flood damages to identify and prioritize damage centers for potential flood mitigation projects. The second phase of the District's FIF study is the development of capital improvement projects to reduce flood risk for the highly prioritized damage centers that were identified in the first phase of the study. The FIF funded study has a limited budget for flood reduction alternatives analysis, requiring the District to focus only on the highest ranked priority areas. This HMGP-COVID grant will build on the FIF study by developing capital project plans for additional high priority damage centers.
