A timeline for award has not yet been established.* The City of Hendersonville is seeking qualified contractors to submit proposals for bank restoration services, to purchase and install a SOX erosion control system to prevent soil erosion and stabilize the shoreline. Work will be performed in Hendersonville City Hall Pond located at 101 Maple Drive North. The restoration area is approximately 650 ft. The city expects the proposal to be comprehensive and detailed, covering several key areas. Here is a breakdown of what should be included: Site Assessment Work Schedule Permits and Compliance Cost Estimate Qualifications SOX erosion scope of work includes furnishing all labor, supervision, management, equipment, tools, materials, and incidentals necessary to complete the work in accordance with the Contract Documents. The Scope of work includes, but is not limited to the following items: 1. All permits and inspections as required by the City of Hendersonville, specifically with the focus of the inspections of the hold points. The Contractor will be responsible for obtaining, managing, and clearing all permits associated with the work to be performed. 2. Any work, material or supplies which have not been specifically mentioned but are reasonably implied and are necessary for the safe and satisfactory completion of the entire project are to be included and installed by the Contractor. 3. At the completion of the project, all rubbish, tools, and surplus materials are to be removed and the work area left completely clean. 4. All materials are to be installed and completed in a first-class workman like manner and in accordance with the best industry standards. Any materials installed which are not in an orderly and neat workman like appearance are to be removed and replaced when so directed by the City Representative at the Contractors expense. 5. No work or the ordering of materials outside of the scope of work is to be done without an approved change order. 6. Contractor will provide the sox erosion control system and install it on the pond bank. 7. Contractor will be responsible to confirm the linear feet (LF) required to complete the work before submit proposal. 8. Contractor will purchase and install the fill in the sox erosion system. 9. Contractor shall provide all necessary equipment and tools required to complete the sox erosion system installation. 10. Contractor will ensure equipment used for installation does not damage the sidewalks or current liner that is in the pond. 11. City may or may not require erosion control solutions as part of the services provided by the Contractor(s). 12. Contractor must be able to provide solutions, obtain erosion control materials, labor, and execute the project to its completion. 13. Contractor shall submit a detailed work plan, which includes the proposed construction sequence. The work plan shall also include a bypass flow/dewatering plan and a turbidity control plan, based on the following requirements. a) Bypass Flow/Dewatering Plan: The bypass/dewatering plan shall contain contractor's proposed method for diverting flow around the work area at all project location. The plan shall include a detailed diagram and narrative describing techniques, materials, and storm preparedness. b) Turbidity Control Plan: The turbidity control plan shall include the proposed best management practices (BMPs) to prevent erosion and the release of sediment and turbid water from the project site. The plan shall include the contractor's proposed methods and materials necessary to prevent violations of water quality standards. Turbidity monitoring will be required weekly throughout construction at the direct discharge location of the project site. The results shall be submitted to the City on a weekly basis. 14. The following services will be quoted as needed from the Contractor; however, City of Hendersonville reserves the right to quote materials, goods, and/or services from other suppliers if the Contractor's quote is not competitive. 15. The contractor will supply and install Tall Fescue sod on all disturbed and bare soil, unless otherwise directed by the city. The installation must occur during the optimal growing seasons (late summer to early fall or early spring) to ensure successful establishment. The contractor will prepare the soil, ensuring proper grading and drainage, and will provide a detailed maintenance plan for the first year, including watering, mowing, fertilization, and pest control. A warranty period of 12 months is required, along with follow-up visits to monitor sod health and address any issues. The City will only consider bids which clearly demonstrate a complete turnkey, lump sum project. The awarded Contractor will be responsible for the installation including any required design, engineering permitting, certified drawings by a professional licensed authorized by the State of Tennessee and inspections through the City of Hendersonville. Sign Contract 11/12/2024 Initiate Services 12/2/2024 Project Completion 3/02/2024 All questions related to this Request for Proposals must be received electronically, at rmichalec@hvilletn.org & pw@hvilletn.org, no later than 10/10/2024. All questions received after said date will not be considered. If questions are received the city will post one addendum on the city website by 11:00 p.m. CST 10/14/2024.
