Mount Sterling Water and Sewer is applying for federal funding for the Water Treatment Plant Upgrade and Rehab Project. Engineering services may include, but are not limited to: feasibility study, preliminary engineering/architectural report, cost estimate preparation, planning, design, construction administration, inspection, other required engineering services, and administration. All engineers interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staff capabilities, and related prior experience related to water distribution, water transmission, water storage, and water treatment. The objective of the competitive process is to objectively select the firm that will provide the highest quality of service. Selected respondents may be interviewed and the firm(s) judged most qualified will be asked to prepare a final proposal which would include fees for said services. Mount Sterling Water and Sewer reserves the right to reject any and all responses, to waive any technicalities, and to negotiate with the respondent who most nearly meets the project requirements. Mount Sterling Water and Sewer is not responsible or liable for any costs incurred by the consultants replying to this request. Anticipated funding sources for this project include, but are not limited to: WWATERS, CWP, KIA DWSRF/CWSRF, USDA, CDBG, ARC, EDA, and any other local, state, and federal funding. All work to be undertaken as part of this proposed program must be undertaken in accordance with 24 CFR, Part 570; 24 CFR, Part 58; and other applicable State and Federal requirements. Attention is particularly called to the requirements as to conditions of employment to be observed under the contract, Section 3, Segregated Facility, Section 109, Title VI, and EO 11246. The method of Contractor Selection has not been Determined at this time
