New construction of a municipal facility in Hilo, Hawaii. Conceptual plans call for the construction of a municipal facility.

The Civil Defense Agency program have maximized capacity of the current EOC which was built circa 1992 and operations exceeds capacity during activations. New Emergency Management programs and strategies requires a facility that can support a greater number of personnel engaged in training, community engagement, planning, information dissemination and operations coordination without impacting each other. A facility designed with purpose to provide space for these services will enable the County to meet FEMA Mission Goals for Emergency As of October 1, 2024, this project is included in the Hawaii County's Fiscal Years 2025-26 to FY 2029-30 CIP and funding for construction is allocated for FY 27-28. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The content management team will continue to pursue additional details as they become available.
