UTRWD reserves the right to accept or reject any or all Bids or parts of bids (including bid deduction items), to waive any informalities and technicalities and to accept the Bid most advantageous to UTRWD. UTRWD shall have sole discretion to consider and elect bid deduction items in the manner most advantageous to UTRWD. No bid may be withdrawn until the expiration of ninety (90) days from the date bids are opened. Bidders shall submit questions in writing via the ONLINE bidding portal.
