“The owner has determined a prequalified list of construction managers. A Request for Proposals for CMaR is which is expected to be around December 20, 2024.” The City of Chico ("City") is soliciting proposals from Design-Build ("DB") Entities to design and construct a last mile fiber optic network in the Fiber Utility Area Map (the "Project"). It is City's intent to award a single contract to a selected DB Entity to deliver the Project. Notice is hereby given that the City is soliciting Statements of Qualifications ("SOQs") from DB Entities (together with team members specified herein) in order to solicit information in the form of a qualification questionnaire and qualification statements. All DB Entities that intend to submit a proposal for the Project must fully complete the SOQ package and provide all materials requested herein. City will create a list of qualified DB Entities as determined in the City's sole determination as set forth herein. Only listed DB Entities will be issued a Request for Proposals ("RFP"). Following receipt of Proposals, City will select the proposal that City determines to provide the best value, based on qualifications and other factors that will be set forth in the RFP. Questions Due Date:10/02/24 by 4:00 PM PDT All questions or requests regarding, or objections to, this RFQ process must be submitted via online portal. The Project consists of the following major components. Preliminary concepts are provided to help the Submitter understand the nature of the Project and assemble a well-qualified team. The information provided at this time is subject to change at the discretion of the City. Short-listed Design-Build (DB) Entities will participate in regular meetings with City staff to review design proposals, discuss installation methods, and address any challenges. The Project area roughly encompasses the Chapman Elementary School district and some surrounding areas. Project maps detailing the entire footprint and the primary area are available in Attachment 2. The Project area features moderate urban density, and the Primary Area, in particular, has very low restoration costs. The existing Low Level Design (LLD) performed by Biarri Networks is for an underground Active Ethernet (Active-E) network. While an underground Active E approach is preferred, the City is open to alternative network designs and installation methods that are cost-effective and meet the Project Objectives outlined in Section C. Design-Build Entities will collaborate closely with City staff to identify optimal strategies for network deployment, considering both technical feasibility and cost-effectiveness to ensure a successful project. A successful Project will pass 1,000 to 2,000 addresses in the Project Area with the available funds and will result in the design and construction of an operational, open-access Fiber-To-The-Premise (FTTP) network that meets the Project Objectives defined in Section C. The City seeks Design-Build Entities that can assemble well-qualified teams whose experience and approach will ensure a successful project. Completion of the Project will require the following tasks: Geotechnical engineering and testing Demolition, debris removal and disposal Grading, recompacting, backfilling Surveying of existing conditions Excavation Trenching and construction of all site utilities Project management and supervision Installation of all materials and fixtures Design and construction scheduling Materials and supplies logistics Obtaining all applicable permitting from State, County and local agencies Obtaining all applicable utility, railroad, Caltrans, etc. permits Closeout C. PROJECT OBJECTIVES The City seeks to obtain the following objectives for the Project: Establish a collaborative relationship between the City and the DB Team to deliver quality design and construction on time and within the City's budget. Proof technology, staff, and approach options to inform future planning. Design and construct a network that can be successful and self-sustaining. Design and construct a project that successfully addresses the City's four key broadband objectives: o Improve the Affordability of Internet Access o Enable Competitive Internet Service Provider Options for residents and businesses o Pursue Infrastructure that will provide the needed speeds and reliability for 50+ years o Address the gaps in the digital access and equity (Digital Divide) Maintain a safe, injury-free worksite.
