Professional Services Request for Proposal (RFP) 25-0505 Fire Station #3 Site Analysis Purpose: The City of Fredericksburg is proposing to build a new Fire Station, the intended site is a cityowned parcel located at 3340 Fall Hill Avenue [GPIN 7779-09-1114] at the southwest corner of the intersection of Fall Hill Avenue and Wicklow Drive in the City of Fredericksburg. The City is requesting proposals from qualified Architect/Engineer (A/E) consultants to be part of a team to perform professional services for the design of the new Fire Station. Design services shall include landscape design, architectural design, interior design, structural engineering, site civil, plumbing, mechanical, electrical, and telecommunication engineering services. The design proposal should include the following phases for program verification: Schematic design, two schematic design options to be provided. Design development - Prepare detail design documents (plans & specifications) for the approved design and layout. Construction documents - Plans, specifications, cost estimates, and contract document preparation. Consultant is responsible for obtaining all applicable federal, state, and local permits. Bid and award process assistance. Construction Services The City of Fredericksburg is planning to build Fire Station #3, an entirely new facility, at the corner of Fall Hill Avenue and Wicklow Drive. It is anticipated that the construction contract will be bid and award in the spring of 2026. This station will be fully staffed, and the City has tentatively determined that the following features will be required: The new facility will be approximately 15,000-20,000 square feet At least four [4] drive through apparatus bays that are at least 85' long. Integrated living space. Separate bathing facilities and locker rooms. Sleeping quarters (bunk rooms) for 2 individual command staff and at least 15 individuals, separate for male and female. Fitness area. Conference/Training Room to accommodate 50 in a class room seating. Kitchen and Day Room for 20 individuals. Administrative offices (one office for Battalion Chief and two offices to be shared by four personnel). Server room with dedicated HVAC and clean agent, environmentally friendly fire suppression. Parking spaces for at least 30 vehicles(additional spaces may be added if site plan permits). Bi-Fold Bay Doors (An acceptable proposed alternative design will also be considered.) Training Props incorporated into the building. Dedicated PPE Storage room off the apparatus bay. Dedicated decontamination room off the apparatus bay. Future pandemic preparedness and response programming. Storage accommodations for breathing air compressor and SCBA work space of at least 500 sq. ft. Front Public receiving lobby. Site Accommodation for a future 10,000 sq.ft. vehicle equipment storage building Building Generator, sufficiently size to support full building operations. Scope of Work: The Architect/Engineering Consultant will be providing the City the following services. This list is not intended to be all-inclusive but to describe the scope of services. 1. Preliminary a. Programming session to establish design scope. b. Prepare preliminary site and building layout for staff review. c. Develop rough order of magnitude cost estimate based on experience with similar scopes. d. Attend a pre-submittal meeting. 2. Design a. Complete all design and construction drawings including site development plans, building plans, and specifications for a formal bid process. b. Provide value engineering options as needed to evaluate different approaches or finish selections c. Obtain appropriate permits and approvals for construction. This will include documentation and work to submit for approval the required Special Use Permit prior to bidding. This will include review by the City's Technical Review Committee and all other appropriate permitting. d. Refine cost estimates during design to confirm adherence to budget. f. Contract documents shall be in standard American Institute of Architects (AIA) format. Provide City with electronic files of project plans and documents. g. Design plans shall be prepared and presented to the City at the following intervals: 30% complete, 60% complete, and 90% complete. Specifications and preliminary construction cost estimates shall be prepared and presented to the City at the following intervals: 60% complete and 90% complete. h. Provide quantity "take-offs" and final cost estimates to be submitted to the City at the 100% review meeting. i. Prepare bid documents based on 100% plans and an appropriate project manual, including all appropriate specifications. j. Assist the City in conducting the pre-bid conference and bidding process. 3. Contract Services a. Participate in the pre-construction conference. b. Shop drawing and submittal review. c. Respond in a timely fashion to requests for information and prepare bulletin drawings. Optional Provide regular construction inspection. Conduct monthly on-site progress meetings. Review, evaluate, and recommend change orders. Review and approve pay requests from contractors. Ability to conduct bi-weekly site visits, which may be increased or decreased in frequency as dictated by the needs and progress of the project Any addenda, notifications, extensions, cancellations or changes will be posted 10 days prior to the due date and time online. No other notification will be provided. It is the responsibility of the prospective Offeror to obtain all current information from electronically. Oral requests for information will not be accepted. No further written inquiries will be accepted after this time. Any revisions to the solicitation will be made only by an addendum issued by the Procurement Officer. Term. The initial term contract period will be for one year from the date of award. All orders and related documents shall survive the period of performance stated in this section until such time as all Orders (executed prior to the expiration of the date of the Contract) have been completely performed or services delivered. The method of Contractor Selection has not been Determined at this time.
