The Frisco Center for the Arts could include a 2,800-seat performance hall, a 400-seat community theater, rehearsal areas and visual arts creative spaces. The city plans to partner with the Prosper Independent School District and Broadway Across America to host a variety of shows at the facility, including plays and high school concerts, according to an Oct. 28 announcement. The project's budget is set at $340 million, with Prosper ISD planning to contribute $100 million from its 2023 Performing Arts Center bond funds, according to the announcement. Frisco officials have about $160 million in public funding available, which would not raise property taxes if the facility is approved by voters. The bond is expected to be on the ballot next year. Private and philanthropic funding sources will also be considered. During a Sept. 17 presentation, Frisco pointed to arts centers in Utah, North Carolina, Lubbock and Austin that were funded on average by 33% from fundraising initiatives and 66% from public contributions. An exact location for the Frisco Center for the Arts has not been selected but could be determined by January 2025. City officials expect to finalize project plans by next summer. The city is not planning to operate the facility on its own and is currently looking for a viable operator. A letter of intent with Broadway, which produces live theater across the country, was finalized Oct. 28. "Broadway makes the business plan work," Frisco City Council Member Tammy Meinershagen said during the September meeting. "When you think about the partnership ... that is the equivalent of bringing the Dallas Cowboys to The Star. You have to have a major commercial player so that the venue can make money, [and] the community does not have to pay as much for the venue." In summer 2023, New York-based Theatre Projects and Phoenix-based Keen Independent Research completed a feasibility study for the proposed arts center, noting possible $20 million in capital support from Hall Group. Dallas-based Hall Group is a real estate development firm known for projects including Hall Park, a sprawling office campus home to more 200 companies that is adding more mixed-use elements. In the past, council members engaged in site visits of various performing arts centers across the U.S., with the intention of "learning best practices" and understanding public perception behind the project, Frisco Mayor Jeff Cheney said. Within five years, the new arts center could support 225 to 350 jobs and generate an annual economic impact of $45 million to $60 million, according to the Sept. 17 presentation. For comparison, in 2022, the nonprofit arts and culture industry in Frisco generated about $21.3 million in economic impact, and created 374 jobs, according to a February study by Americans for the Arts, a nonprofit organization that advocates for the arts industry. Overall, about 88% of Frisco residents see arts and culture as essential to the community. "An investment in [the arts center] is an investment in our community for 50-plus years," Cheney said. "We are known as Sports City USA, but we are kind of moving into our renaissance phase and really leaning into arts and culture to be a well-rounded ... community.
