The estimated project cost is $1.075 million Statement of Purpose. The primary purpose of this Request for Qualifications and Proposals (RFQ/P) is to identify qualified providers/developers of solar photovoltaic (PV) installations, battery energy storage systems (BESS), and EV charging stations to support the County of Lake (the "County") in developing a cost-effective renewable energy project at multiple County facilities. The County seeks proposals from qualified Proposers for the design and engineering, procurement of materials, permitting, installation, interconnection, and all associated documentation, maintenance, and warranties of turn-key solar PV, BESS, and EV Charging Stations (collectively referred to as the "Systems"). It is anticipated that the Systems within the scope of this project will be purchased outright by the County, thus alternate financing structures are not requested in the proposal. The project is intended to support five (5) primary goals: 1. Provide solar generation and battery energy storage capacity as feasible for site use 2. Reduce the County's lifetime levelized costs of energy (LCOE) related to the sites 3. Reduce the County's environmental impacts, including greenhouse gas emissions 4. Provide EV charging capabilities for site use 5. Increase public knowledge of, and local government leadership in the development of, Distributed Energy Resources (DERs) and advanced energy solutions.
