Answers to all questions will be emailed back to the sender. Please note that questions will only be accepted via e-mail. The city does not recognize the U.S. Postal Service, or any other organization, as its agent for the purposes of accepting Proposals. All Proposals received after the deadline may be rejected and returned unopened. No extensions will be granted. The City reserves the right to cancel the RFP process and start a new process or extend the existing process if it receives an insufficient pool of applicants at the City's sole determination. Introduction The City of Manteca, California, is seeking qualified contractors to provide pressure washing services for various public areas within the downtown district. The successful proposer will be responsible for cleaning sidewalks, crosswalks, curbs, park amenities, and other designated surfaces to improve the overall aesthetic appeal and cleanliness of the downtown area. Background The City of Manteca is committed to maintaining a clean and inviting downtown environment for residents, visitors, and businesses. Regular pressure washing of public areas is essential to remove dirt, grime, gum, and other contaminants, enhancing the overall appearance and promoting a positive image of the city. The service is required twice yearly in the first weeks of November and April. Project and Services Description The City of Manteca seeks to engage a qualified contractor to perform pressure washing services within the designated areas of the downtown district as depicted in Exhibit I. The scope of work includes, but is not limited to, the following: o Pressure washing of city sidewalks, brick crosswalks, and curbs in the following areas displayed in Exhibit I: o Red section: Yosemite Ave from railroad tracks to Lincoln St o Yellow section: North Maple Ave from Center St to West Yosemite Ave o Orange section: Sycamore Ave from Center St to West Yosemite Ave o Blue section: Manteca Ave from Center St to West Yosemite Ave o Green section: South Maple Ave from the bike path to West Yosemite Ave o Pressure washing of sidewalks, walkways, benches, tables, playground equipment, trash receptacles, gazebos, water park areas, and curbs in the following areas: o Purple section: Library Park o Pink section: Park at the corner of Sycamore Ave and Center St o Pressure washing of sidewalks, walkways, rear courtyard, benches, and curbs in the following areas: o Aqua section: Manteca Public Library o Written notice to businesses along the cleaning path will be distributed to inform them of the pending service at least 7 days before starting work. o Proof of businesses receiving the pre-service notice will be required. This can be a simple multiline sheet with the names of businesses, names of signers, signatures, and date signed. o If a city water source is used, a city water meter and backflow prevention device are required for all services, for which the city will waive the meter deposit fees and water usage fees. o Should any metering equipment be returned damaged, costs to repair or replace damaged equipment must be resolved before performing the next service, and a meter deposit may be required for all subsequent services. Treatment Minimums All flat surfaces will be chemically treated to break down organic growth, dirt, gum, and other contaminants. Surfaces will then be pressure washed with hot water and surface cleaners. All wash water must be recovered and filtered through a vacuum recovery system and then discharged into a sanitary system. Scope of Services Proposers must clearly outline their approach to completing the pressure washing services as described in the project and services description. Specific details should include: o Equipment and personnel to be utilized o Cleaning methods and chemicals to be employed o Safety procedures and protocols o Ability to recover wash water and description of equipment and process o If or to what degree and City water source is needed (Metering required for city water sources) o Project timeline and scheduling for 3 annual cleanings o Quality control measures o Insurance requirements o Cost proposal, including detailed breakdown of labor, equipment, materials, and other expenses Qualifications/Submission Proposers must demonstrate their experience, qualifications, and ability to successfully complete the project. The following information should be included in the proposal: o Company profile and overview of experience in pressure washing services o References from previous clients o Proof of insurance coverage o Licenses and permits required to operate in the City of Manteca o Proposed project timeline and schedule o Detailed cost proposal Proposals must be submitted according to the instructions outlined in this RFP. The City of Manteca reserves the right to select the proposal that best meets the needs of the project. A. CONTRACT TERMINATION CIRCUMSTANCES Provide a response to the following question: Has your firm ever been terminated from a contract If Consultant has been terminated from a contract, describe the facts and circumstances in detail, on a separate sheet. B. TECHNICAL CONTENT The technical content of the Proposal shall include the following: Profile, Qualifications, Related Experience, and References This section of the Proposal should establish the ability of the proposed team to satisfactorily perform the required work by reasons of experience in performing work of the same or similar nature; demonstrated experience working with local agencies and cities directly involved in this project; staffing capability; workload; record of meeting schedules on similar projects; and supportive client references. Specifically: o Provide a brief profile of the firm, including the types of services offered; the year founded; form of the organization (corporation, partnership, sole proprietorship); number, size and location of offices; and number of employees. o Provide a general description of the firm's current financial condition; identify any conditions (e.g., bankruptcy, pending litigation, planned office closures, impending merger) that may impede the ability to complete the project. o Provide a minimum of three (3) references. The references shall be knowledgeable and able to discuss the qualifications of the firm and project team correlating with the work experience cited under the sections above. Furnish the name, title, address, and telephone number of the person(s) at the client organization who are most knowledgeable about the work performed. o Provide a list of past joint work by the offeror and each sub-consultant, if applicable. The Proposed Team, Staffing, and Project Organization This section of the Proposal should discuss and identify key personnel, qualifications, and assignments, specifically: o Identify key personnel proposed to perform the work in the specified tasks and include major areas of subcontract work. Work Plan A work plan should be included with the scope of work outlining the timeline for the project elements.
