September 27th, 2024** SPECIAL NOTE: With the Bridge Fire being in the immediate area of the tank, work will need to be coordinated with the Forest Service should a closure order be in place for the area and to ensure conditions are safe for the contractor to perform the work. Description of Requirement: Cleaning and minor repair of a concrete water tank with estimated dimensions of 30' wide by 10' high. Contractor will remove debris within and perform minor repairs. General Information Scope of Work Work will re-establish the long-term serviceability of a water storage tank that serves a water system with multiple organizational camp users. Contractor is submitting for a project that includes cleaning a water tank, performing minor repairs, handling of materials and waste, disinfecting each location before returning to service, and documenting the inspection of the tank with a report of images. The partially buried cylindrical concrete tank will be inspected so major repairs can be planned as future contracting work. Contractor shall provide all materials, labor, and equipment necessary for the cleaning and minor repairs. Background The Jackson Lake water systems is in the Wrightwood area. The Jackson Lake system serves multiple organizational camps along Big Pines Highway. There is one cylindrical concrete storage tank (34.390481, -117.725605). Estimated dimensions are 30' W x 10' H. Contractor Requirements Technical Requirements / Tasks As a minimum, the contractor will comply with all Federal, State, and local laws and regulations. Contractor is responsible to adhere to all Federal and State of California safety and environmental laws applicable to this work. The contractor will be held directly responsible for any violations of these laws and resulting fines. All work on tanks shall meet AWWA standards. Contractor shall assume all tanks are reachable by four-wheel drive vehicle. No power will be available on site for contractor use at any location. Contractor shall coordinate with the Forest Service to have water source turned off and water levels low enough to allow safe access and for the water supply to return in a timely manner once work is complete. Contractor will notify Forest Service one week prior to mobilization at any tank/reservoir location to approve start of work. Forest Service will manage the drawdown of the tank and grant approval for the date or request alternate date. Contractor shall pump remaining water from the tank, remove sand and debris from inside the tank, and rinse the interior. Contractor shall expect to clean a sediment depth of two inches. Sediment depth is calculated as an average sediment depth across the tank/reservoir floor. Sediment removal is considered complete only when an unobstructed view of the tank bottom is achieved. The contractor will provide sufficient photo or video evidence to demonstrate compliance. The discharge water shall be directed in the general direction of overflow drainage or into the overflow catch basin if available. Contractor shall monitor discharge flow rates in outfall structure. At no time shall the discharge flow rate be so great as to cause soil erosion to occur at or around the outfall of the discharge pipe. Contractor shall patch any minor cracks to the Jackson Lake concrete tank. This shall include concrete patching the top of the tank and any cracks found within. Contractor will inspect the interior and exterior infrastructure and document any major defects or necessary repairs that cannot be addressed so the Forest Service can plan for future work. Such major defects might include compromised surface integrity and needed recoating, major leaks and cracks, replacement of access hatches or valves, and replacement of ladders or level indicators. Upon completing all work, the contractor shall end with disinfecting all interior surfaces in accordance with AWWA C652. Contractor shall coordinate with the Forest Service so tank can be returned to service in a timely manner. Contractor shall provide a draft and final inspection report for each tank/reservoir with the intent the Forest Service can use the documents to contract future repair. Contractor shall send draft reports by fifteen days of all work completed and sites demobilized. Contractor shall send final reports with any requested edits from FS personnel within fifteen days of receiving comments. Reports shall include photos to document the general condition of the infrastructure with problem areas highlighted with further photos and descriptions. Reports shall give a summary of tank recommendations to take over the next 5 years. Deliverables / Schedule Contractor will need to coordinate with the FS for work to begin so interruption of water service can be effectively managed. Contractor should notify the FS seven days before mobilization is to take place so the FS can approve the work at a specific tank/reservoir to begin or propose a more suitable date. Contractor will submit a draft inspection report for the tank for the FS review. The FS will review and request any edits for the final report submitted.
