Project Description: In accordance with the plans and specifications prepared by Black & Veatch, the Work consists of the rehabilitation of the existing low level outlet pipe for the Mammoth Reservoir. Rehabilitation of the existing 20-inch steel outlet pipe includes CCTV inspections, cleaning surfaces of the existing pipe, repairs to existing voids in the pipe and outlet structure and installation of CIPP lining on the existing outlet pipe. The work also includes testing and the furnishing of all labor, materials, taxes, incidentals and equipment necessary for completion of this project. Time for completion is fixed on April 15th, 2025. Notice to proceed which will follow the execution of Agreement by approximately 10 calendar days, once bonds and insurance have been received. Agency Representative is designated within Attachment D, General Services Agreement including Technical Specifications, Drawings, required insurance, and bonds. PROJECT LOCATION: Mammoth Reservoir, 3760 Sudor Lane, Loomis, CA 95650 Access to the Mammoth Reservoir is provided via Mammoth Drive. All Contractor ingress and egress to the Reservoir for project work shall be through the PCWA access gate located immediately east of 3825 Mammoth Drive, Loomis, CA 95650. This access gate is to remain closed and locked at all times that traffic is not using the gate. The work consists of the following: o Work defined by the Contract Documents includes furnishing all labor, materials, equipment, services, testing, permits, and all incidentals required to complete the LLO Pipe Rehabilitation in its entirety as described. The work involves construction of improvements to the existing Mammoth Reservoir facilities. o Inspections of the Mammoth Reservoir LLO pipe throughout construction of the improvements as defined by the Technical Specifications and Drawings found in Attachment D, General Services Agreement. The approximately 125-foot-long pipe includes a 36-inch inlet that reduces to 20-inch steel pipe approximately 5 feet downstream of the intake structure. o Cleaning the existing Mammoth Reservoir LLO pipe prior to installing the CIPP lining. The approximately 125-foot-long pipe includes a 36-inch inlet with trash rack/screen that reduces to 20-inch steel pipe approximately 5 feet downstream of the intake structure. The existing slide gate will be open and trash rack/screen will be removed by Agency staff prior to construction to facilitate access. Access to the 20-inch LLO pipe will be by confined space entry into the approximately 5-foot long 36-inch pipe section inlet on the upstream side. Cleaning shall remove all sediment, rocks, debris, roots, loose concrete, and other obstructions from the pipe. CCTV inspection shall take place immediately following pipe cleaning. o Large voids and/or cracks or infiltration identified during pre-CCTV inspections shall be repaired by injection grouting in accordance with the Technical Specifications. The Contractor's attention is brought to the presence of a void in the pipe approximately 5.8 feet upstream of the pipe outlet on the downstream side, and in the concrete underneath the daylighted LLO pipe. Contractor shall prepare a pre-installation injection grouting repair Work Plan for any large voids, cracks, or infiltration describing construction methods, schedule and materials for submittal and approval by PCWA and DSOD prior to mobilization. Work Plan shall include repairs at the 20-inch pipe outfall and the pipe connection between the 36-inch and 20-inch pipes at the intake structure. Contractor shall repair the existing voids on the downstream end of the existing pipe prior to installing CIPP lining. o Furnishing all labor, materials, equipment and incidentals required to rehabilitate the 20-inch portion of the LLO pipe by CIPP lining the existing LLO. The Contractor shall install, inspect and test the CIPP pipe in accordance with the Technical Specifications found herein. The work includes the furnishing of all labor, materials, taxes, incidentals and equipment necessary for completion of this project. The full scope of work can be found in Attachment A, Bid Schedule and Description of Bid Items. Time Allowed for Completion. All construction work on the Mammoth Reservoir shall occur between December 9th and April 15th when the existing Reservoir can be drawn down and taken out of service. All work must be substantially completed and accepted by Owner by April 15th, 2025 when canal water deliveries must resume. The Contractor shall notify PCWA in writing of the construction start date 21 calendar day in advance of mobilization. The Owner's personnel conduct all work draw down and drain the Reservoir for the Contractor's start of construction. The Contractor agrees to plan the work and to prosecute it with such diligence that said work shall be commenced within ten (10) days after the date of Notice to Proceed and shall be substantially completed within the time specified in the Time Allowed for Completion. Work Hours. All work shall be performed during the hours of 7:30 a.m. and 4:00 p.m., Monday through Friday except holidays, unless approved by the Owner. This restriction includes deliveries of materials and equipment and servicing of construction equipment on the project site. Any work outside this time frame shall be allowed only with prior written permission from the Agency Representative. The actual time the Owner's personnel spends working outside this time frame shall be billed to the Contractor at the personnel's standard charge out rate. Any work designated to have a special time frame shall be so noted on the Request for Bid. Should the Contractor perform work outside of the standard hours of 7:30 a.m. and 4:00 p.m., Monday through Friday without the Owner's written permission, the Owner will charge the Contractor, as a penalty, five hundred dollars ($500.00) for each infraction. This charge will be deducted from the next progress payment due to the Contractor. The Owner reserves the right to reject any and all bids and further reserves the right to reject any bids which are nonresponsive, incomplete, obscure, or irregular; any bids which omit a bid on any one or more items on which the bids are required; any bids in which unit prices are unbalanced in the opinion of the Owner; any bids accompanied by insufficient or irregular bid guaranty; bids from Bidders who failed to perform properly or complete on time past Agency projects; and bids from Bidders who fail to meet the experience and qualification requirements set for in the Agreement documents as determined by the Owner. The Owner also reserves the right to waive any irregularity or informality in a Bid or bidding procedure. 3. This obligation shall be null and void if: a. Owner accepts Bidder's Bid and Bidder delivers within the time required by the Contract Documents (or any extension thereof agreed to in writing by Owner) the executed Agreement required by the Contract Documents and 100% Performance and Payment bonds and certificates of insurance coverage required by the Contract Documents, or b. All Bids are rejected by Owner,.
