Demolition, site work, new construction, renovation and addition to a civil project in Napoleonville, Louisiana. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; for the construction of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
Sealed bids marked "Sealed Bid" - 3 MGD Water Treatment Plant Expansion to be funded by the Assumption Parish Water Works District No. 1 will be received by the Owner for the construction of the project described as follows: The proposed project consists of installing a new clarifier/filter bank, new raw water pump station, along with associated piping, structural (including piles), along with chemical pump and piping installations. This deposit will be refunded upon request in accordance with R.S. 38:2212. Digital copies are available upon request at no charge. The Owner reserves the right to waive any informalities or to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statute. Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. No bidder may withdraw his/her bid within sixty (60) days after the actual date of the opening thereof. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. Bids shall be accepted from Contractors who are licensed under the classification of Municipal and Public Works, Heavy or Building Construction. "Any person with disabilities requiring Special Accommodations must contact Assumption Parish Water Works District No. 1-985-369-6156 no later than seven (7) days prior to bid opening". Question Deadline 10/11/2024 change from 10/10/2024 All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than seven (7) working days prior to the date for opening of Bids may not be answered. Only answers to questions by formal written Addenda will be binding. No addenda will be issued within seventy-two (72) hours of the advertised bid time, exclusive of Saturdays, Sundays, and legal holidays without extending the bid period for exactly one week as provided by Louisiana Revised Statutes. AWARD OF CONTRACT For reasons of just cause, as provided by Louisiana Revised Statutes 38:2214A., the Owner reserves the right to reject any and all Bids, to waive any informalities allowable by statute, and to disregard all nonconforming, nonresponsive, unbalanced or conditional Bids. Bids which are unsigned or are not accompanied by the required bid security shall be irrevocably rejected. When one or more bids is rejected, the reason therefor shall be given. Bids may be considered irregular and subject to rejection if they show serious omission, unauthorized alteration of form, unauthorized alternate bids, incomplete or unbalanced unit prices, or irregularities of any kind. Also, Owner reserves the right to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by Owner. Discrepancies between words and figures will be resolved in favor of words. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum. In evaluating Bids, Owner will consider the qualifications of the Bidders, whether or not the Bids comply with the prescribed requirements, and such alternates, unit prices, and other data as may be requested in the Bid Form or prior to the Notice of Award. Owner will also consider the qualifications and experience of subcontractors, suppliers, and other persons and organizations proposed for those portions of the Work whose identity must be submitted as provided in Article 17 of the Instructions to Bidders. Owner may conduct such investigations as Owner deems necessary to assist in the evaluation of any Bid and to establish the responsibility, qualifications, and financial ability of Bidders, proposed subcontractors, suppliers, and other persons and organizations to perform and furnish the Work in accordance with the Contract Documents to Owner's satisfaction within the prescribed time. If the contract is to be awarded, it will be awarded to the lowest responsible, responsive Bidder. Alternates, if accepted, shall be accepted in the order in which they are listed in the bid form. Determination of the low bidder shall be on the basis of the sum of the base bid and any alternates accepted. However, the Owner shall reserve the right to accept alternates in any order which does not affect determination of the low bidder. If this contract should involve financial assistance with funds from other agencies, the Owner shall defer to the regulations of that agency concerning the determination of the Bidder to be awarded this contract. A performance bond on the part of the contractor for 100 percent of the contract price. A "performance bond" is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. A payment bond on the contractor for 100 percent of the contract price. A "payment bond" is one executed in connection with a contract to assure payment is required by law of all persons supplying labor and materials in the execution of the work provided for in the contract. The Contractor shall complete all of the Work under the Contract within 360 calendar days from the date of the Notice to Proceed. The proposed project consists of installing a new clarifier/filter bank, new raw water pump station, along with associated piping, structural (including piles), along with chemical pump and piping installations. The Contractor shall furnish all labor, materials, equipment, tools, services and incidentals to complete all work required by these Specifications and as shown on the Drawings. B. The Contractor shall perform the work complete, in place, and ready for continuous service, and shall include repairs, testing, permits, cleanup, replacements and restoration required as a result of damages caused during this construction. Operation of water treatment plant shall be uninterrupted during construction unless permission is otherwise granted for specific instances by the Engineer or Owner.
