The City of Hermiston is currently requesting proposals for an Urban Forestry and Management Plan. The City of Hermiston, Oregon, (City) Parks and Recreation Department is requesting a proposal from qualified consulting firms to provide professional service to inventory tree data and deliver an Urban Forest Management Plan. The selected consultant will perform tasks required to delineate the following: A. Comprehensive Street Tree Inventory Update 1. Species 2. Size 3. Health 4. Valuation 5. Necessary maintenance 6. Photo imagery B. Update Urban Forest Management Plan 1. Plan should be developed to reflect current tree data and International Society of Arboriculture best practices. Background The City of Hermiston has a population of approximately 20,000 people. The City maintains approximately 200 acres of parks and greenspaces. The Urban Forest within the City of Hermiston is composed of approximately 8,000 trees varying from young to old growth. Approximately 2,000 public trees are located within Hermiston. These assets are critical components of the City’s Parks and Recreation Department. Development of comprehensive tree inventory and Urban Forest Management Plan update will provide data and direction necessary to manage a sustainable and bright future for the City of Hermiston. The selection and award for this contract must comply with USFS requirements. The City reserves the right to reject any or all the submittals. If the City elects to select one of the submitting Consultants, the City will have the right to negotiate with said submitting Consultant over the final terms and conditions of the contract in the best interest of the City. The primary objective of the negotiations is to maximize the City’s ability to obtain the best value, based on the requirements and evaluations relating to this RFP. If an agreement cannot be reached, the negotiations will be terminated, and similar negotiations will occur with the second ranked submitting Consultant.
