Site work and paving for a sidewalk / parking lot in Franklin, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

As of November 6, 2024, the low bidder was Willkomm Excavating and Grading for $893,321.53 and the City is looking to award the project in December. The start date has not been determined yet but it will be after April 14, 2025 and will need to be completed by October 31, 2025. Construction is expected to take 60 days to complete. Est. Completion Date: Oct. 31, 2025 This project will include construction of a multi-use trail of which the major quantities are excavation, base aggregate, HMA paving and erosion control. This is a federally funded project and federal wage rates apply to this project. The assigned Disadvantaged Business Enterprise Goal is discretionary. The prime contractor will perform at least 30 percent of the original contract amount and sign an affidavit stating that the contractor has not engaged in any collusion related to the bidding of the project. The bidder shall comply with all state and federal statutes relating to non-discrimination in employment. The bidder shall further agree to ensure equal opportunity in employment to all applicants and employees and to take affirmative action to attain a representative workforce. The bidder shall have bonding capability and licensing requirements as required by State law statute 779.14(1m)(d) and shall submit a statement with a bid that demonstrates the business has been in operation performing similar projects in excess of 5 years. Bidders shall also submit owner references for a minimum of three similar projects. A certified check or bid bond, payable without condition to the City of Franklin in an amount not less than five percent (5%) of the bid, shall be submitted with each bid as a guarantee that if the bid is accepted, a proper contract and bond as surety will be executed and filed within ten (10) days after the acceptance of the bid. If such bidder fails to execute and file such contract and bond, the amount of the check or bid bond shall be forfeited as liquidated damages. No other method of providing surety is permitted. No bid shall be withdrawn after the opening of bids without the consent of the City of Franklin for a period of ninety (90) days after the time of opening of bids. Each bidder agrees upon submission of bid that if the same be accepted within said time period, the bidder shall be bound by the terms of acceptance hereinafter contained. Bids shall include the furnishing and installation of all labor, materials, equipment, tools, supplies, etc., for complete performance of the work as described. All bids must be prepared as described in the Instructions to Bidders.
