Question Cut Off Date 10/14/2024 11:00:00 AM (CT) All questions shall be submitted through the eProcurement system Bidders must submit with their bids a bid bond in the amount of five percent (5%), from a reliable Surety Company as guarantee that the Bidder will enter into a contract and execute bond and guarantee forms provided within ten (10) days after notice of award of contract to him. Bid bond may be scanned and uploaded with electronic offer. Bid bond MUST be received PRIOR to bid opening. SUBMISSION :Offerors may submit offers electronically or in hard copy. The Town's preference is electronic submission. Refer to Section 4 for detailed submission instructions. The Town is appreciative of the time and effort you must expend to submit an offer. If you choose not to respond, we would greatly appreciate you indicating any requirement that may have influenced your decision. In the event of inclement weather and Town offices are officially closed on the due date, responses will be received until 3:00 PM of the next business day at which time the RFQ will be publicly opened. It is understood that the Town of Little Elm, reserves the right to accept or reject any and/or all offers as it shall deem to be in the best interest of the Town. Receipt of any offer shall under no circumstances obligate the Town to accept the lowest offer. The award of the contract shall be made to the responsible bidder whose offer is determined to be the lowest and best evaluated offer resulting from negotiation, taking into consideration the relative importance of price and other evaluation factors set forth in the request for offer. The Owner considers all Offer information, documentation and supporting materials submitted in response to this Request for Qualification to be non-confidential and/or non-proprietary in nature, and therefore, shall be subject to public disclosure under the Texas Public Information Act (Texas Government Code, Sec. 552.001, et seq.) after the award of the contract except for trade secrets and confidential information which the Offeror identifies as proprietary. Any material that is to be considered as CONFIDENTIAL/ PROPRIETARY in nature must be clearly marked on each applicable page as such by the bidder. Marking your entire offer CONFIDENTIAL/Proprietary is not in conformance with the Texas Public Information Act (Texas Government Code, Sec. 552.001, et seq.). PROHIBITION AGAINST BOYCOTTING OF ISRAEL The Town is legally prohibited from contracting for goods and services unless the contract contains written verification from the contractor that it does not, and will not during the term of contract boycott Israel as described in Texas Government Code 2270. By submitting a response to this solicitation, contractor verifies that it does not and will not during the term of this agreement boycott Israel. PROHIBITION OF CONTRACTS WITH CERTAIN COMPANIES The Town is legally prohibited from contracting with a company that is identified on a list prepared and maintained by the State Comptroller of Texas under Texas Government Code 2252.153 or 2270.0201. By submitting a response to this solicitation, contractor verifies to the Town that it is not on any such list INFORMATION / QUESTIONS :All questions shall be posted to the Town's electronic bidding service (eProcurement, ePro) by the deadline stated. All questions and answers will be posted online. Bidders are responsible for ensuring all answers to questions are reviewed prior to the submittal date. Answers provided to posted questions address minor irregularities and are for clarification purposes only and do not revise or modify the specifications. Answers to questions that result in revisions to the specification will be address by Addendum. No oral statement of any person shall modify or otherwise change, or affect the specification Demo-Remove and dispose of approximately 5,230 linear feet of existing galvanized chain link fence and gates. Remove and dispose of (4) existing net backstops. Leave backstop in place, leave all posts in concrete flat work to be sleeved over with new posts. Demo all existing mow strips not attached to infields. Outfield-Furnish and install approximately 1,940 linear feet 8' tall black vinyl coated chain link mesh. Post spacing 8' on center. All posts set in 12"x36" concrete footings. All Other Fencing-Furnish and install approx. 2,969 LF of 8' tall black vinyl coated chain link fence including (10) double swing gates for 12' opening, and (8) single swing gates for 4' opening. All gates to have standard hardware. 4" OD terminal & gate posts, 2 7/8" OD line posts, 1 7/8" OD gate frame, 1 5/8" OD top & bottom rail. 2", 9 gauge core chain link mesh. Post spacing 8' OC. New posts in concrete flat work to sleeved over existing posts and secured to existing post. Dugouts-At (8) dugouts furnish and install dugout roofs with welded framing with R-panel Roof. Windscreens-Furnish and install approx. 1,940 LF of 8' tall Ball Fabrics Extreme Screen or equivalent windscreen to outfield fences. Color to be determined by the Town of Little Elm Mowstrip-Furnish and install approx. 4,150 LF of 12" wide X 6" deep concrete mow strip under fence and gates. Backstop- Furnish and install (4) complete fence net backstop systems. Net height 30' from field and to run from dug out to dug out. Approx. dimensions 60'x20'x60'. 3' tall brick wall with logo padding included. Engineering included. Must provide information for net system. Wall and backstop posts to be installed in sidewalk area and may encroach into bleacher area with shade structure. Bleacher & Shade structure relocation by others. Artificial Turf Modifications or Repair, Sprinkler & Irrigation repair, excluded Fence corners, gate posts to be marked by contractor and fence lines clear of obstructions.
