The City is seeking qualifications statements from QEPs to provide these technical services as identified above and more fully discussed below and the assistance necessary for the City to successfully implement the elements of its Brownfields Program. The 2024 Assessment Grant will be used to assess ownership status and condition of properties to aid in redevelopment in accordance with the City's Area-Wide Plan, and to bring about a higher use that is more beneficial to the community. This will be accomplished through site-specific and non-sitespecific assessment activities. Non-site-specific tasks include periodically updating the inventory of potential brownfield properties, obtaining contractor services to provide technical assistance and oversight, area-wide planning and conducting public outreach workshops and preparing outreach materials relevant to the project. Site-specific tasks include performing assessments (up to 10 Phase Is, 7 Phase IIs), preparing site sampling plans (Site Specific Quality Assurance Project Plans (SSQAPP)), conducting cleanup/reuse planning, and enrolling appropriate sites in the Maine Voluntary Response Action Program (VRAP), to determine whether further assessment, cleanup, or no action is required before redevelopment can occur. The 2024 Cleanup Grant will be used to eliminate hazards associated with the priority site: the former International Woolen Mill (IWM) Boiler House, an approximately 1-acre site associated with the larger 7.2-acre IWM complex located along the Mousam River in a federally designated historic district. Once hazards are removed, the City will use the site to provide parking for future redevelopment of the Mill Yard, and progress toward the goal of improving the health, safety and wellbeing of residents, providing the community with prospects for new businesses, jobs, and affordable housing. These goals will be accomplished by hiring a Qualified Environmental Professional (QEP), obtaining remedial contractor services, performing public outreach, preparing a community relations plan, a SSQAPP, an Analysis of Brownfield Cleanup Alternatives (ABCA) which will include green and sustainable technologies, and enrolling in VRAP State Voluntary Cleanup Program (VCP), and conducting the remediation, confirmatory testing, cleanup documentation, and reporting. The successful bidder is expected to begin work immediately upon execution of a contract with the City. The City of Sanford's Cooperative Agreement with the EPA is expected to extend from October 1, 2024 to September 30, 2028. The project will commence upon selection of a QEP Contractor and issuance of a notice to proceed; all contracted services must be completed by the end of the period of performance outlined in the City's final agreement with the EPA. The City of Sanford may amend the contract terms and time period, at the City's discretion. The method of Contractor Selection has not been Determined at this time.
