Helm Street, Terry Court, Park Avenue Street Improvements The successful bidder shall provide performance and payment bonds, proof of insurance and licenses as specified. All bidders must provide a 5% bid bond as part of their bid. Interpretation of the meaning of the plans, specifications or other Bidding documents will not be made to any Bidder orally. Requests for interpretation must be in writing addressed to Michael Page, City Engineer, City of Elizabethtown, 200 West Dixie Avenue, Elizabethtown, Kentucky 42701 at least seven (7) days prior to the fixed Bid opening date. Interpretations and supplemental instructions will be in the form of written addenda to the specifications which, if used, will be mailed to all prospective Bidders no later than four (4) days prior to the fixed Bid opening date. Failure of any Bidder to receive any such addendum or interpretation shall not relieve any Bidder from any obligation under the Bid submitted. All addenda so issued shall become part of the contract documents. Preference shall be given to Kentucky resident bidders and non-resident bidders from states which do not require preference to resident bidders. The City of Elizabethtown will award the project to the lowest responsible bidder, however, reserves the right to reject any and all bids or to let the contract as a whole or for any part, and to waive any informalities or irregularities in the bids received.
