The City of Phoenix is seeking a qualified consultant team to provide professional services for a Program Manager for the Lift Station and Odor Control Programs. Program Manager services may include researching past assessments and Capital Improvement Projects; reviewing operation and maintenance records; identifying, scheduling, and budgeting Capital Improvement Projects for future fiscal years; and developing assessment and rehabilitation cycles. This project sites are citywide. The City of Phoenix (City) currently has 29 lift stations and 25 odor control stations in the wastewater collection system. The City is seeking a Program Manager for the Lift Station and Odor Control Programs. The Program Manager will be responsible for researching past condition assessments and Capital Improvement Projects to develop a comprehensive overview and status of the lift stations and odor control stations in the wastewater collection system. This includes past condition assessments, past rehabilitation projects, current rehabilitation projects, and review of operation and maintenance records. The Program Manager will first focus on reviewing all available data and incorporating input from Engineering and Operations staff. The Program Manager will develop criteria for prioritizing projects and develop a schedule for assessments for design, and construction. The goal of this Program is to assist Wastewater Engineering with identifying, scheduling, and budgeting Capital Improvement Projects for future fiscal years and developing assessment and rehabilitation cycles. SECTION II - SCOPE OF WORK The project scope includes, but is not limited to, the following: o Collect and review all available assessments, design drawings, as-builts, and operation and maintenance information associated with the lift stations and odor control stations. o Perform site visits as needed to gather appropriate information. o Hold meetings as appropriate with Wastewater Engineering and Wastewater Collection staff. o Work closely with the Force Main Program Manager to coordinate future Capital Improvement Projects. o Develop assessment and rehabilitation cycles for the Lift Station and Odor Control Programs. o Develop a plan for prioritizing lift station and odor control station projects. o Develop an overall schedule and budget for the Capital Improvement Projects under the Lift Station and Odor Control Programs for future fiscal years. o Revise and update the schedule and budget as needed. Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager. o The Consultant will be required to maintain all project records in electronic format. o The City provides an ASP web-based project management database which the Consultant will be required to utilize in the fulfillment of the contract requirements. o The Consultant shall provide a computerized networked office platform with broadband internet connectivity. o UNIFIER training will be provided through the City of Phoenix to firms under contract. Additional pre bid meeting note: At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested firms attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.
