As of November 5, 2024, the bid was withdrawn and no further information or documentation would be provided. Battery Park City Ballfields Turf Replacement: Contractor Servic. BPCA expects that the Project will begin in the fall of 2024, and it is BPCA's objective to achieve Project completion by early spring, 2025, subject to a BPCA-approved contractor schedule. Prompt ordering and confirmation of long-lead items will be key to achieving the target Project schedule. BPCA reserves the right to terminate the Contract at any time, with or without cause, in accordance with the terms of the Contract. BPCA's sample form of contract (the "Standard Form of Contract") is attached hereto as Exhibit F. (by Email Only) Bpca's Response to Substantive Questions Responses Will Be Provided in the Form of an Addendum to Be Posted on Bpca's Website Online October 14, 2024 Contract Start Date November 2024 (Approximate) Description of Goods or Services to Be Bid: BPCA hereby requests proposals (individually, a "Proposal" and collectively, the "Proposals") from construction contractors (individually, a "Proposer," and collectively, the "Proposers") to provide BPCA with construction contractor services necessary to complete the Battery Park City ("BPC") Ballfields Turf Replacement Project (the "Project" or the "Work"). The Work includes, but is not limited to, the following components, all of which shall be done in accordance with the Scope of Work, and the Project's Drawings and Specifications (the "Construction Documents"): Removal of existing BPC ballfields turf and all of its component parts; Provision and installation of a new ballfields turf system; Provision and installation of additional netting to protect seating / observation areas; Removal of existing water cannon and associated infrastructure; Removal of existing bioswale and replacement with additional square footage of turf material; Removal of trees and reduction of mulch bed, as shown in the Project Drawings; Replacement of existing pavers along the Ballfield pedestrian path with new permeable pavers; Provision and installation of weatherproof roofing in the dugouts; Repair of the two backstops; and, Provision and installation of new amenities, including scoreboards, batting cages, and outfield fencing. The selected Proposer will provide all labor, materials, and equipment necessary to accomplish the Work. Restricted Period: Proposers are restricted from making contact with anyone other than the Designated Contacts (identified below) during the period from the time of publication of this advertisement through approval of the procurement contract by BPCA (the "Restricted Period"). Employees of BPCA are required to record certain contacts during the Restricted Period, including, but not limited to, any oral, written or electronic communication with a governmental entity under circumstances where a reasonable person would infer that the communication was intended to influence the governmental entity's conduct or decision regarding the governmental procurement, and to make a determination of responsibility based, in part, upon any such contact. Failure to abide by this process may result in a finding of non-responsibility. Minority-Owned Business Enterprises ("MBE"), Women-Owned Business Enterprises ("WBE") and Service-Disabled Veteran-Owned Business Enterprises ("SDVOB") are encouraged to submit Proposals. All Proposers must submit with their proposal a copy of its Equal Employment Opportunity or Diversity policy along with a breakdown of all company staff by job classification, race and gender. In accordance with Article 15-A of the New York State Executive Law and regulations adopted pursuant thereto, BPCA has established separate goals for participation of New York State Certified minority and women-owned business enterprises for all state contracts. BPCA is required to implement the provisions of Article 15-A and 5 NYCRR Part 143 for all state contracts (1) in excess of $25,000 for labor, services, equipment, materials or any combination for the foregoing and (2) in excess of $100,000 for real property renovations and construction. For purposes of this procurement, the Organization hereby establishes a goal of 15% for Minority-owned Business Enterprises (MBE) participation and 15% for Women-owned Business Enterprises (WBE) participation. (We are happy to work with you to help you identify opportunities for M/WBE participation, joint ventures and sub-contracting). As a condition of this procurement, the Proposer and BPCA agree to be bound by the provisions of 316 of Article 15-A of the Executive Law regarding enforcement. Proposers must document "good faith efforts" to provide meaningful participation by certified M/WBE subcontractors or suppliers in the performance of the awarded contract. For guidance on how BPCA will determine a Proposer's "good faith efforts," refer to 5 NYCRR 143.8. Additionally, Proposers must refer to Mandatory Forms of this document for a list of forms that must be provided in order to fully comply with Article 15-A of the New York State Executive Law and 5 NYCRR Part 143.z In accordance with Article 17-B of the New York State Executive Law and regulations adopted pursuant thereto, BPCA has established separate goals for participation of New York State Certified service-disabled veteran-owned business enterprises for all state contracts. BPCA is required to implement the provisions of Article 17-B and 9 NYCRR Part 252 for all state contracts (1) in excess of $25,000 for labor, services, equipment, materials or any combination for the foregoing and (2) in excess of $100,000 for real property renovations and construction. For purposes of this procurement, the Organization hereby establishes a goal of 6% for Service-Disabled Veteran-Owned Business (SDVOB) participation. (We are happy to work with you to help you identify opportunities for SDVOB participation, joint ventures and sub-contracting). As a condition of this procurement, the Proposer and BPCA agree to be bound by the provisions of 9 NYCRR 252.2 regarding enforcement. Proposers must document "good faith efforts" to provide meaningful participation by certified SDVOB subcontractors or suppliers in the performance of the awarded contract. For guidance on how BPCA will determine a Proposer's "good faith efforts," refer to 9 NYCRR 252.2(s). Contract term: 6 Months Location: New York City Bid date notes Each Proposer must also e-mail its Cost Proposal to the following e-mail address: costproposals@bpca.ny.gov. The Cost Proposal must be separately attached and clearly labeled as "Cost Proposal - BPC Ballfields Turf Replacement Project - Contractor Services." Each Proposer is responsible for the successful delivery and receipt of their Proposal. BPCA is not accepting Proposals sent via messenger, overnight courier, or certified mail to BPCA offices. A payment and performance bond will be required for this Project. Please provide a letter from your surety stating that you are able to provide both such bonds, as required in this RFP's Standard Form of Contract, attached as Exhibit F. BPCA reserves the right to reject any Proposals that fail to include any required item described in this Section VI. B., including Cover Letters that are unsigned or fail to include each of the above representations (including an appendix, if applicable). As BPCA is currently only accepting electronic Proposal submissions, scans of documents requiring signatures and/or requiring notarization are acceptable.
