Site work and new construction of a water / sewer project in Mandaree, North Dakota. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The scope of WORK generally consists of the construction of a 120 ft. by 160 ft. reinforced concrete and pre-cast concrete building and the installation of pumping, piping, mechanical, electrical and instrumentation systems for the new Mandaree Water Treatment Plant as required by the Contract Documents and General Requirements. The work includes: earthwork, footings, floors and walls for drain sumps and clearwell; main process floor; site earthwork including construction of three backwash handling lagoons; erection of pre-cast concrete wall panels and pre-cast double tee roof panels; EPDM membrane roof system; furnishing and installing three vertical turbine pumps; furnishing and installing associated chemical feed systems; furnishing and installing chemical and process piping, valves, tanks, and appurtenances; installation of Owner purchased pretreatment equipment; installation of Owner purchased ultrafiltration membrane filtration equipment; furnishing and installing electrical systems including a standby engine generator and ATS at the new water treatment plant; furnishing and installation of instrumentation and control equipment. Work also includes civil, process, and electrical improvements at the existing intake facilities, and process and electrical improvements at the existing Mandaree Water Treatment Plant including the upgrading of three existing high service vertical turbine pumps. The project is located in McKenzie and Dunn Counties near Mandaree, North Dakota. All Bids must be made on the "Bid Form" included as part of these documents. Each BID must be accompanied by a separate envelope containing a copy of a current and valid North Dakota Contractor's License or Certification of Renewal thereof (must have been issued at least 10 calendar days before the date of the Bid Opening) and a BIDDER's Bond equal to five percent of the full amount of the BID, executed by the BIDDER as Principal and by a SURETY, conditioned that if the Principal's BID is accepted and the CONTRACT awarded to the Principal, the Principal, within ten days after notice of award, shall execute a CONTRACT in accordance with terms of the BID and a CONTRACTOR's BOND as required by law and the regulations and determinations of the Three Affiliated Tribes. Bidders on this work will be required to comply with the Presidents Executive Order No. 11246 - Equal Employment Opportunity, as amended. The requirements for Bidders and Contractors under this order are explained in the contract documents. In the evaluation of bids, the Three Affiliated Tribes will give preference in the amount of 2% above the lowest responsive bid received to Certified Indian Contractors. In order to qualify as a Certified Indian Contractor, the Contractor must register with the local Tribal Employment Rights Office (TERO) prior to the bid opening and each Bid must be accompanied by a copy of Contractor(s) current and valid Indian-certified firm certification issued by the TERO Office. Contractor(s) and any of the Contractor(s) subcontractors bidding on this project should be aware that they will be required to comply with the TERO Regulations of the Three Affiliated Tribes. Notice is hereby given to any and all Contractors who bid on projects on trust land within the exterior boundaries of the Fort Berthold Reservation that Contractors are responsible for payment of the Tribal TERO Tax, which amounts to two and a half percent (2.5%) of the gross receipts from each Prime Contract. Arrangements for the payment of this tax are to be made prior to beginning work with the TRIBAL EMPLOYMENT RIGHTS OFFICE (TERO). Three Affiliated Tribes Fort Berthold Indian Reservation MHA TERO/Energy Building - Four Bears Complex New Town, ND 58763-0488 Prior to beginning of work on any contract or subcontract, the Contractor shall file a report with the TERO Office and FBRW showing: 1. Date of contract and amount of contract. 2. Location of land on which the contract will be performed. 3. Names and addresses of all parties of the contract. 4. When work is expected to begin or end. Date and contract amount provided to TERO in this instance shall be the total bid amount. Contractor shall indicate the contract amount is estimated and indefinite. Notice is hereby given to any and all Contractors who bid on projects on trust land within the exterior boundaries of the Fort Berthold Reservation that Contractors are responsible for compliance with MHA DOT regulations. Contractors shall register company vehicles with the MHA DOT prior to beginning work. For questions regarding MHA DOT regulations, contact the MHA DOT Office via phone at (701) 627-2838 or visit the MHA website at www.mhadot.com Question Deadline 10/23/2024 Contractors are required to obtain a Tribal Three Affiliated Tribes Environmental Department (TAT ED) waste management permit prior to beginning any construction or demolition work on the Reservation. The permit fee shall be payable to the Tribal TAT ED and shall be for the sum of one percent (1.0%) of the total Contract. For the purposes of this requirement, a Prime Contractor is the prime contractor responsible for construction or demolition projects funded by a federal agency, Tribal Government, or other commercial construction. The Owner reserves the right to hold all bids for a period of 61 days after the date fixed for the opening thereof, and to reject any or all bids, and to award the Contract, if awarded, to the Contractor with the Bid that is determined to be in the best interest and most advantageous to the Owner. The Owner reserves the right to award the Contract, if awarded, based on the received bids and will make the determination of the Bid(s) that is in the best interest and most advantageous to the Owner. This section lists equipment which has been procured by the Owner through the following procurement contracts; Membrane Equipment Procurement with H2O Innovation and Pretreatment Equipment Procurement with Parkson Corporation. The General Contractor is responsible for installation of the owner purchased process equipment. Responsibilities of each Contractor are identified later in this section. H2O Innovation and Parkson Corporation will be on-site to provide instruction on start-up of their respective equipment, coordinate and interface with the General Contractor. Inspect the installation prior to start-up, and make repairs and/or replacement of system components they have provided as necessary to meet design operation conditions. None of the procurement contracts will be assigned. All Owner Purchased Equipment shall be installed as per the equipment manufacturer's recommendations and requirements. A. This Section includes the performance criteria, materials, production, and erection of structural precast and precast, prestressed concrete for the entire project. The work performed under this Section includes all labor, material, equipment, related services, and supervision required for the manufacture and erection of the structural precast and precast, prestressed concrete work shown on the Contract Drawings. B. This section includes the following: 1. Hollow core slab units. 2. Double Tees 3. Inverted Tee beam 1. This section includes materials and application of painting and coating systems for the following surfaces: a. Exposed, submerged and buried metal. b. Metal in contact with concrete. c. Plaster, masonry, concrete, wood, and drywall. d. Piping, Appurtenances, and Equipment e. Interior and Exterior Metal Fabrications, Hollow Metal Fabrications, 2. This Section does not include coating steel water tanks and reservoirs. A. This section includes materials, application, and testing of one-part, fusion-bonded, heat-cured, thermosetting, 100 percent solids epoxy linings and coatings on steel, cast-iron, and ductile-iron equipment, such as valves, flexible pipe couplings, slide gates, structural steel, and steel pipe. A. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application. B. Factory-packaged and -tested units rated according to AHRI 440, ASHRAE 33, and UL 1995. 1. Furnish all tools, equipment, materials, and supplies, and perform all labor required to provide a complete corrosion control system and galvanic cathodic protection for metallic pipe and fittings in accordance with the requirements of the Contract Documents. 2. Unless specifically indicated otherwise in the Contract Documents, all Work shall be in accordance with the best standard practices as set forth in the manuals of Recommended Practices by NACE International (formerly, National Association of Corrosion Engineers). This section includes furnishing and installing a geotextile fabric for under the building aggregate stabilizing rock, the perimeter and under drains, gravel surfacing, storm water pond, and gabion structure. This work consists of furnishing and installing specified pavement markings and related items in accordance with these specifications at the designated locations as shown in the plans or directed by the Engineer. This section includes: 1. Standard and drop manholes 2. Manholes with monolithic bases 3. Cleanouts 4. Frames, lids, covers and accessories 5. Chimney seals. This section describes the application of the Piping Schedule shown at the end of this Section and the general requirements for selecting piping materials; selecting the associated bolts, nuts, and gaskets for flanges for the various piping services in the project; and miscellaneous piping items. This section includes materials and installation of pipe hangers, brackets, and supports. Pipe hangers, brackets, and supports shall be furnished complete with all necessary inserts, anchor bolts, bolts, nuts, washers, and other accessories. This section includes installation and field testing of piping to be connected to machinery such as horizontal centrifugal pumps, vertical turbine pumps, air compressors (reciprocating, rotary screw, and liquid ring), and positive displacement pumps. This section includes materials and fabrication of steel pipe specials of sizes 4 through 120 inches, in accordance with AWWA C200, C205, and C208 and the following options and restrictions, for use in manifold piping facilities, such as pumping stations, metering structures, and other piping associated with mechanical equipment. This section includes materials, installation, and testing of PVC pipe and fittings of size 3 inches and smaller for use in process piping having a maximum design pressure of 150 psi and having a maximum design temperature of 105F. This section includes materials, installation, and testing of PVC pipe and fittings of size 4 and larger for use in aboveground or otherwise exposed process piping having a maximum design pressure of 150 psi and a maximum design temperature of 105F. 1. Provide and test hoisting equipment, motors, gear reducers, controls and appurtenances as indicated and in compliance with Contract Documents. a. Rail and supporting beams included in building structure, refer to structural drawings. b. Hoist capacities and operating data are indicated in the Hoisting Schedule. Electric 19' JLG R1932 Scissor Lift. The platform height is 19 feet, and the working height or height within reach is 25 feet. Dimensions: platform height lowered (38.6 in), platform railing height (43.3 in), machine height rails raised (82.8 in), machine height rails lowered (64.3 in), platform width (25.4 in), platform length (62.7 in), platform extension (36 in), machine width (32 in), machine length (68.7), wheelbase (53 in), ground clearance (2.8 in). This section includes materials, installation, and testing of horizontal end-suction, singlestage, close-coupled magnetically driven centrifugal pumps. Each pumping unit shall be complete with pump, electric motor, variable frequency drive (by others), and all other ancillary items either specified or otherwise required for proper operation. This section covers materials and installation including base plate, calibration columns, external backpressure valves, pressure relief valves, pulsation dampeners, foot valves, and chemical feed scales. All the equipment outlined in this Section shall be furnished by one supplier. The supplier of this equipment shall coordinate with the suppliers of the non-metallic lined magnet drive pumps, peristaltic hose pumps and peristaltic metering pumps. This section includes materials, fabrication, testing, and installation of vertical polyethylene tanks for aboveground chemical storage service. All the equipment included in this Section shall be furnished by one supplier.
