Renovation of a detention facility in Lima, Ohio. Completed plans call for the renovation of a detention facility.
Project Description The State intends to select an Architect/Engineering (A/E) team to provide design and construction administration services for a Door Control & Fiber Upgrade Project at the Allen & Oakwood Correctional Institution (AOCI). AOCI is in Lima, Ohio, and houses approximately 1500 incarcerated persons. The facility is approximately 36 years old. The project is primarily intended to replace the existing door controls at Oakwood, install new cameras with poles in the Allen Staff/Visitor parking lot, install new fiber at Oakwood for new door controls, replace detention grade doors and install new pill call door at Allen, and replace the entry doors at Oakwood Entry Building. The development of the POR will include a comprehensive survey/field investigation of the existing site and surrounding areas to evaluate the condition in relation to the project scope described above, and in relation to the project budget. Develop a phasing plan to keep the door control system and doors functional throughout construction. Work will include demolition, masonry, metals, carpentry, security, and electrical as a minimum scope. Also included will be necessary ancillary work which may be uncovered/discovered during investigation of the site. This work may include all general construction items and scopes, including but not limited to concrete, painting, finishes, mechanical, and electrical work that may be integral to the security aspects of the Door Control & Fiber Upgrade Project. The project scope will then be evaluated, prioritized, and defined/redefined to align with available project funds. All aspects of the project must comply with Department of Rehabilitation and Correction policies and procedures. The selected firm will develop a program of requirements, an estimate of probable cost of construction, and scheduling information to a basic schematic level, moving into design development, construction documents, bidding, and construction stages immediately thereafter. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types including testing and special inspections.
