Newburg WWTF Improvements The Newburg WWTF Improvements Project shall include, but not be limited to: 1. Improvements to the First Street Pump Station, including: selective demolition of the existing lift station facility; the installation of a new pump equipment package; construction of a reinforced concrete wet well lid; construction of a precast concrete valve vault structure; installation of process piping and valving; electrical site improvements including the installation of a non-automatic transfer switch; integration of site annunciation with Owner supervisory control and data acquisition (SCADA) system; and miscellaneous site improvements. 2. Improvements to the Newburg WWTF, including: construction of a new headworks structure complete with mechanical fine screen, flow control gates, flow measurement instrumentation, etc.; implementation of a moving bed biofilm reactor (MBBR) process in the existing aeration basin including installation of reactor baffle walls, carrier media, media retention screens, diffused aeration system, etc; replacement of the existing secondary and peak flow clarifier mechanisms; installation of a new UV disinfection process for the peak flow and secondary clarifier effluent streams; modifications to the existing aerobic digester to include new coating system application, new airlift pumps, new aeration system; site electric improvements including the installation of a new non-automatic transfer switch and emergency standby generator; integration of the WWTF site annunciation with Owner SCADA system; cured-in-place pipe repair of plant effluent line; miscellaneous site improvements. An additional amount of $75 will be charged for mailing of bidding documents. Bids must be submitted for the project on the unbound Bid Form included with the Bidding Documents. Bid envelopes must clearly be labeled "Newburg WWTF Improvements" and include Bidder name and address. Failure to include the label information on the sealed bid envelope shall be returned without further consideration. Each bidder must submit a bid security in the amount of five percent (5%) of their total bid. The Owner reserves the right to reject any or all bids, to waive informalities or irregularities, and to determine the lowest responsive and responsible Bidder, and to award the contract on that basis. All Labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Missouri Department of Labor and Industrial Relations, Division of Labor Standards.
