Sealed Bids will be received by the Purchasing Department of the Township of Woodbridge, for TOWNSHIP WIDE STORMWATER IMPROVEMENTS TOWNSHIP OF WOODBRIDGE MIDDLESEX COUNTY, NEW JERSEY CONTRACT Together with all appurtenances in accordance with Plans and Specifications on file with the Office of the Municipal Engineer. As part of a comprehensive, multi-phased stormwater management and implementation strategy for Woodbridge Township, the Department of Public Works, Division of Engineering is planning Construction of a Township Wide Stormwater Improvements project. This work will build on future improvements to manage the township's fluctuating groundwater level and long-term drainage needs. Drainage improvements are now planned Beech Street, Cobb Way, East Henry Street, Elmwood Avenue, Grove Avenue, Hunter Lane, Kilfoyle Avenue, Leon Avenue, Lyon Avenue, and Thayer Avenue. Works include but not limited to: Removal and replacement of existing leader drain pipe, if and where directed. Installation of new drainages inlets. Installation of polyvinyl chloride sewer pipe (PVC) SDR-35. General restoration and cleaning up. All other work of any type of description necessary for the completion of the project, Whether or not specifically shown on the plans or specifications. Bids must be submitted on the Proposal Form furnished to the Bidder and accompanied by a corporate surety for the execution of the Contract on award thereof. A certified check or bid bond must accompany the bid for not less than ten percent of the amount of the bid, but not to exceed $20,000.00. Proposals in the Contract Documents must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work on the outside, addressed to Purchasing Agent, Township of Woodbridge. Each bid must also be accompanied by a certificate of consent of surety from a bonding company licensed to do business in the State of New Jersey and acceptable to the Township, and named in the current list of "Surety Companies Acceptable on Federal Bonds", U.S. Treasury Department, guaranteeing that if the proposal of the Bidder be accepted, they will furnish the bond set forth in Paragraph One of the Instructions to Bidders of the contract and the acceptance of the bid will be contingent upon the fulfillment of this requirement. The successful bidder shall be required to comply to the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. During the performance of this contract, the Contractor agrees to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31 et seq., all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended, and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the Township of Woodbridge, New Jersey for all proceedings, suits, or actions of any king of description and conditional for the faithful performance of the work. All labor shall be covered by an approved health and hospital insurance plan, and approved pension plan and an apprenticeship training program pursuant to standards established under the Department of Labor and Industry Act of 1948 (NJSA 34:1A-34, et seq.). A statement of Employee Benefits must be completed in order for the bid to be accepted. A statement of Employee Benefits should be included following the Statement of Ownership in the bid package. The attention of the Bidders is particularly directed to the following: "Bidders are required to comply with the requirements of P.L., 1975, c.127" (N.J.A.C. 17:27). The Municipal Council reserves the right to accept or reject any or all bids which in its opinion will be in the interest of the Township.
