The City of Bainbridge Island (City) is soliciting qualifications from consultant firms with experience in the evaluation, design and construction management related to extension of the Winslow Wastewater Treatment Plant (WWTP) outfall. The WWTP effluent is pumped through a 5,400-foot outfall extending onshore to Wing Point and then discharging to Puget Sound via a submerged 16inch diameter concrete cylinder diameter outfall pipeline. The outfall terminus is located at a water depth of -42 feet mean lower water datum approximately 1,000 feet from the high tide mark off the east side of Wing Point. The existing outfall terminates in a geoduck bed, which is closed for harvesting due to the outfall location. Washington State Department of Natural Resources have notified the City of the need for an aquatic lands lease renewal and that natural resource damages would be assessed for the value of the geoduck harvest in the closed areas attributable to the discharge. The City is requesting qualifications from firms to evaluate, design and construction management to extend the outfall beyond geoduck bed and reduce the impact to natural resources. The City has developed a condition assessment of the existing outfall and preliminary report for Washington State Department of Ecology, and envisions this work proceeding in three distinct phases: Preliminary Engineering and Permitting. The phase includes preliminary engineering design services, regulatory permitting and geotechnical exploration for the development of 30% design package and permit package submittals regulatory agencies. Final Design Engineering. The final design engineering will include preparation of 75% and 100% bid set design drawings and specifications for proposed outfall modifications. Bidding and Construction Services. The Consultant shall provide bidding services and construction submittal, request for information, and change order review, and inspection. In addition to the scope listed above, the work shall include any task or services necessary to complete WWTP outfall extension design, bidding and construction services. The City is seeking funding for this project through the Washington State Department of Ecology Water Pollution Control Revolving Fund and funding requirements apply.
