Spencerport CSD 2023 Capital Project Phase 2 - General Construction Work Bids are requested for the following Prime Contract: (Bids shall be submitted in writing, using the forms provided by the Architect.) - GENERAL CONSTRUCTION Work Alterations to District Buildings listed below in accordance with Drawings, Specifications, and other Bidding and Contract Documents: - Spencerport High School N.Y.S.E.D. No. 26-10-01-06-0-008-018 - Cosgrove Middle School N.Y.S.E.D. No. 26-10-01-06-0-005-021 - Canal View Elementary School N.Y.S.E.D. No. 26-10-01-06-0-015-009 - Munn Elementary School N.Y.S.E.D. No. 26-10-01-06-0-006-019 - Taylor Elementary School N.Y.S.E.D. No. 26-10-01-06-0-007-017 - Admin/BOCES N.Y.S.E.D. No. 26-10-01-06-0-001-009 - Bus Garage N.Y.S.E.D. No. 26-10-01-06-5-014-009 All Requests for Information (RFI) shall be made in writing, via US mail or email only, addressed to: Campus Construction Management, 1241 Pittsford Victor Road, Pittsford, New York 14534. Attn.: Joe Pallatto, email: jpallatto@campuscmg.com Patrick Arrow, email: parrow@campuscmg.com If deemed necessary by the Architect, questions will be answered via a written Addendum sent to all Bidders. Questions will not be accepted orally in conversations or over the phone, and any non-written responses to such shall not be deemed valid. As bid security, each proposal shall be accompanied by a Certified Check or Bid Bond made out to Owner, in accordance with amounts and terms described in INSTRUCTIONS TO BIDDERS. The Owner reserves the right to waive any informalities in, or to reject, any and all bids. No bidder may withdraw his proposal within thirty (30) calendar days of actual date of opening thereof. A. The extent of asbestos-containing material (ACM) to be removed and disposed under this project is indicated on the Hazardous Material Removal Plans and in this Section. The work shall be conducted in accordance with all applicable codes, rules, and regulations including, but not limited to, New York State Industrial Code Rule 56 (Cited as 12 NYCRR Part 56). 1. The abatement work areas are located in the Spencerport Central School District: Admin Building, Munn Elementary School, Taylor Elementary School, High School and Cosgrove Middle School. The Abatement Contractor shall refer to, at a minimum, the Prime Contractors', Construction Manager's and Architect's Renovation Drawings as well as the Hazardous Materials Survey for a representation of the general layout of the anticipated work areas and the scope of asbestos removal and disposal specified at each work area. The hazardous materials surveys are located in the bid documents "Information for Bidders". 2. The work consists of the removal and disposal of asbestos containing materials as identified below. Dispose of all removed ACM material and debris as asbestos-contaminated debris in accordance with applicable regulations. A. The extent of polychlorinated biphenyls (PCBs) to be removed and disposed under this project is indicated on the contract drawings and in this Section. The work shall be conducted in accordance with all applicable codes, rules, and state and federal regulations. See attached hazardous materials survey report. B. PCBs are currently prohibited from being used in caulk and other commodities (U.S. EPA 40 CFR 761). As such, the Owner shall have a New York State Certified Asbestos Abatement Contractor who has also completed OSHA HAZWOPER training to conduct the removal procedures in accordance with applicable State and Federal regulations and this Specification. C. PCBs are a recognized health and environmental hazard. The Contractor shall take steps to ensure that any removal activities that may disturb PCB-containing materials are conducted in a manner that will protect the environment, building occupants, and the general public. C. Materials determined to be PCB-containing at a concentration at or above 50 parts per million (ppm) are considered hazardous, and as defined by the U.S. Environmental Protection Agency (EPA) are considered PCB bulk waste. The N.Y.S. Department of Environmental Conservation (DEC) considers such material as PCB contaminated waste. A. Work of this section shall be performed in accordance with the requirements of the Contract Documents, including but not limited to Instructions to Bidders, Agreement and General Conditions, General Requirements and Basic Mechanical/Electrical Requirements. B. Provide labor, materials, equipment and services to perform work and related work required by Contract Documents for a complete operating system. A. Except as otherwise noted, the control system shall consist of all Ethernet Network Controllers, Standalone Digital Control Units, workstations, software, sensors, transducers, relays, valves, dampers, damper operators and other accessory equipment, along with a complete system of electrical interlocking wiring as required to fill the intent of the specification and provide for a complete and operable system. B. The BMS Contractor shall review and study all HVAC drawings and the entire specification to familiarize themselves with the equipment and system operation and to verify the quantities and types of dampers, operators, alarms, etc. to be provided. C. All interlocking, wiring and installation of control devices associated with the equipment shall be provided under this Contract. The BMS Contractor shall demonstrate the operation of the system to the Owner and prove that it complies with the intent of the drawings and specifications. D. Provide services and manpower necessary for commissioning of system in coordination with the HVAC Contractor, Balancing Contractor and Owner's representative. Commissioning reports showing the testing of each DDC point on the system shall be submitted to the Engineer for review and approval upon completion of the commissioning process. Refer to the Commissioning Specification Section 019113.
