Closing time: 2:00PM ** Please note that there are 2 Addendums for this tender** Question Acceptance Deadline 2024/10/07 02:00:00 PM NDT Pricing Lump sum General Requirements - Bid Deposit Required - Insurance Required This program is for the management of snow and ice of all roadways, parking lots, wheelchair entrances, all sidewalks and pedestrian walkways, garage doors, patios, helipad, fire hydrants, doorways, and emergency exits contained within the Health Science Site except for sidewalks and doorways leading to the University side of the complex (refer to Schedule G). This includes the Clinch Crescent roadway from the bridge on the west end of the property around to the intersection of Clinch and Arctic Avenue on the east (to be reviewed during Site Visit). General Conditions 1. Snow clearing must commence whenever there is an accumulation of 3 cm or more of snow or when wind conditions cause drifting to such a degree that it will impede the smooth flow of traffic. The Contractor must visit the site when the conditions are doubtful to make sure there will be no impediments to the flow of vehicular or pedestrian traffic. 2. When overnight snowfalls or drifting occurs to such a degree as to warrant snow clearing, then all areas are to be cleared no later than 05:30 hours to allow for early shift changes of staff. This will be strictly enforced unless a snowstorm is in progress. 2.1 Shovelling crews will begin their routes upon completion of a snowfall however, during snow plowing operations, all wing rows are to be removed immediately and all entrances, sidewalks, and emergency exits are to be accessible. 3. All roadways and parking lots identified on the site plan shall be kept substantially free of snow and ice at all times. Most importantly, all Emergency Entrances and associated roadways leading to these entrances and the Janeway underground parking garage (Ambulance Dispatch), are to cleared and open at all times. All accessible parking spaces are to be cleared thereafter where possible. Compacted snow and ice shall be regularly removed from all gutters and catch basins to allow unimpeded drainage. Sidewalk clearing should be ongoing at the same time as road and parking lot clearing and salting. 4. During normal snow clearing, Contractor must push snow to all outer property lines to expose ALL parking spaces and reduce the need for bulk snow removal. Snow cannot be stock-piled in corner spaces impeding vehicles from parking; if so contractor will remove at own cost immediately. This contract shall remain in force from the date of award starting Nov.1, 2024 to May 31, 2027 as stated in the Tender Acceptance letter from NLHS. The Contract may be extended on a year-to-year basis by mutual consent of the parties to this contract and for a maximum of two (2) years after the initial contract year. Any further extensions that may be requested, and mutually agreed upon, shall be on a month-by-month basis and subject to the terms of the contract. Such monthly extensions are meant only to accommodate local work disruptions or new tender closing times for the services in question extending beyond the normal end of this contract. The rates listed in Schedule C - Bid Sheet, will be in effect for the period of Nov. 1, 2024 ending May 31, 2027. The Contractor must submit documentation of any proposed rate changes for optional years (years 4 & 5) sixty (60) days prior to the start of each year. The rates may be subject to negotiation by both parties and acceptance by NLHS and within the limitations of the Public Tendering Act. NLHS reserves the right to cancel this tender and any subsequent contracts formed as a result of this tender.
