Moreno Valley was incorporated in 1984 as a General Law City, merging the communities of Moreno, Sunnymead and Edgemont. The City operates under a Council-Manager form of government. The City Council is comprised of an elected Mayor and four Council Members elected by district. The City has a committed customer-service oriented workforce comprised of more than 450 employees who provide a wide-range of municipal services including Public Works, Economic Development, Community Development, Parks and Community Services, Financial and Management Services and Library services. The City contracts with Riverside County for Police and Fire services. The City of Moreno Valley, ("City") invites and will receive sealed Bids for the furnishing of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for PAVEMENT REHABILITATION FOR VARIOUS LOCAL STREETS (CDBG FY 23-24) - CITY PROJECT NO. 801 0110. Each bidder is hereby informed that proposals and its contents are subject to disclosure in accordance with the California Public Records Act (California Government Code Sections 7920 et seq.). The Contractor shall furnish, to the satisfaction of the Engineer, all labor, materials, tools, equipment, and incidentals, unless otherwise specified, to construct and complete the Work in compliance with the Contract Documents. The work to be done consists of furnishing all labor, materials, necessary tools and machinery, supervision and coordination, traffic control, and all utility and transportation services required for the construction of street and drainage improvements that include but are not limited to: crack sealing, pavement surface removal and resurfacing, slurry sealing, striping and signing, installation of 24" to 30" reinforced concrete pipe storm drain lines, grate catch basins, manholes, and other related improvements on the streets as included in the Plans and listed in the Bid Schedule Bid Value: $1,400,000 Question Deadline 10/10/2024 at 2:00 PM PT All questions, technical, commercial, or contractual in nature shall be directed to the Q&A section online. As set forth in the Notice Inviting Bids, Each Bid shall be accompanied by a certified check or cashier's check payable to the City, or Bidder's Bond executed by the Bidder as principal and a California-admitted surety insurer (as defined by California Code of Civil Procedure 995.120 and 995.311) in an amount of not less than ten percent (10%) of the amount of the Total Bid price ("Bid Security"). Pursuant to California Public Contract Code Section 20170 & 20171, no Bid shall be considered unless such Bid Security is enclosed therewith. If the Bidder elects to furnish a Bidder's Bond as his or her Bid security, the Bidder shall scan and upload the Bid Bond, and submit via the electronic vendor portal prior to the Bid Submission Deadline. A notary certificate for the Bidder's signature shall be attached. The attorney-in-fact for a corporate surety must sign the bond, such signature shall be notarized, and a certified and notarized Power of Attorney duly authorizing the attorney-in-fact to act for the surety shall be submitted with the bond. The bond shall include the address at which the principal (Bidder) and surety may be served with notices, papers and other documents. If any of these items are not submitted with the Bid, the Bid shall be considered non-responsive and will be rejected. City requires the apparent three (3) low Bidders to submit wet signature originals Bidder's Bonds within 72 hours of City's request as a further condition to determining if a Bid is responsive
