The County of Orange, OC Public Works, (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Street Sweeping Services. The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation - only electronic bids submitted through the County's online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits. Question Submission Deadline: October 2, 2024, 2:00pm All questions regarding this IFB must be submitted via the County's eProcurement Portal Scope of Work: This Contract is for Street Sweeping Services at various locations throughout the County of Orange. Contractor shall provide all labor, equipment, tools, water, temporary disposal sites, debris disposal, and incidentals required to perform Street Sweeping Services as required by County. Street sweeping shall consist of sweeping County arterial highways, collectors, and local streets twenty four (24) cycles per year except as otherwise noted. Sweeping areas will include curb lines along both sides of roadway or to edge of pavement where no curb exist, along all curbs on raised medians, over all portions of painted medians and all intersection cross gutters. Noses or ends of curbed medians, arterial intersection turn pockets, arterial intersection center areas, and dead spots are to be maintained on the same frequency as the median or intersection for which they are associated and included in the curb mile price. Curb returns (radii) at intersections of arterial and residential streets will be swept along their entire length and free of debris on scheduled arterial sweep days. Excluded from areas to be swept are those that would cause damage to the equipment used. Contractor is responsible for the 8' strip (sweeper width) along all curbs and raised medians. Sweeping shall be accomplished in the same direction as traffic flow at all times. Contractor shall make every reasonable effort to minimize streaks left by sweepers. Unforeseen conditions, such as weather, can bring unusual amounts of debris. Removal of all debris regardless of scope and level is the responsibility of Contractor. These conditions include but are not limited to leaves, silt or other types of large debris. If debris is determined to be beyond the intent of this Contract, then County's Project Manager may authorize extra work to supplement the sweeping operation. This supplemental work shall not be the usual. Contractor will be responsible to meet the terms of this Contract. 2.2. Equipment Equipment: Contractor shall provide all equipment as specified herein. Name brand, if listed, is for equipment type and size reference. Bids offering equivalent items meeting the standards of quality specified may be considered, unless otherwise specified, providing the bid clearly describes the article offered and how it differs from the specified brand. Unless bidder specifies otherwise, it is understood that the bidder is offering the brand item as specified. If contractor bids an "equal," Contractor must state the brand name and must submit complete specifications of equipment being offered. Determination of equality shall be at the sole discretion of County, and County reserves the right to request a sample for determining equality with the specified brand. Street Sweepers: Alternative Fuel street sweepers suitable for the removal of all dirt and debris from curbs, gutters, cross gutters, turn pockets, and streets. Acceptable equipment shall be Tymco 600 alternative fuel or equivalent. Street sweeper shall have a minimum hopper size of 7.3 cubic foot. Worn brushes and brooms shall be replaced and adjusted to insure maximum efficiency. The minimum criteria for replacement shall be as follows, but final determination shall be on the effectiveness of all brushes and brooms: Six (6) inches on the gutter brushes As required on trash direction brush Six (6) inches on the main broom All sweeping equipment, as well as disposal trucks, shall be equipped with adequate warning devices and lights for safe operation. Examples of acceptable warning devices and lights are: top-mounted warning lights (rotation o beacon) and a rear-mounted left-/right-arrow stick shall be required for arterial lane sweepers. Sweeping equipment must meet all vehicle operating requirements of the State of California Department of Motor Vehicles, CAL OSHA regulations, and all other applicable codes required in the State of California. All equipment shall be adequately maintained both mechanically and visually by Contractor, and shall be fully operational during all sweeping operations. All equipment shall be clearly and prominently marked with Contractor's name and unit/vehicle number. All equipment shall have a radio or paging equipment for contact with Contractor's main office. All sweepers shall be in compliance with South Coast Air Quality Management District (SCAQMD) Rule 1186.1, Less Polluting Sweepers and all amendments. All equipment must be operated and maintained in accordance with manufacturer's specifications. Project Awarded to SCA of CA, LLC
