The City of Banning ("City") is seeking a qualified entity or individual ("Company") to provide the services listed in the Scope of Work. The City anticipates selecting one firm to perform the services. Proposals are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Proposal ("RFP"). Background The City of Banning is strategically located astride Interstate 10 between the Inland Empire and the Coachella Valley in the San Gorgonio Pass. The City, incorporated in 1913, has a rich and colorful history. Initially Banning served as a stagecoach and railroad stop between the Arizona territories and Los Angeles. This history has contributed to the present-day spirit of pioneer resourcefulness and "can do" attitude that is so prevalent in the community. Banning is a friendly and wholesome place to work and raise a family. Desirable executive housing is available, as well as moderate and lower income housing. Clean air, ample water supplies and the memorable and inspiring scenic vistas of both Mt. San Gorgonio and Mt. San Jacinto, the 2 tallest peaks in Southern California, are additional amenities which make the City of Banning a logical choice as a development opportunity in the Southern California area. Question Deadline 10/21/2024 at 11:59 PM PT All communications regarding technical, scope, and/or project related questions and requests for clarifications, changes, exceptions, and deviations to the terms and conditions set forth in this RFP shall be submitted via "Q&A" through the City's Electronic Bidding System The City is co-permittee on NPDES Permit No. R7-2013-0011 in the Whitewater River Region and the Permit requirements are explained in the SWMP. The County DEH issues Hazardous Material Permits to facilities that are required to be inspected by the City either annually or every three years. Additionally, retail food service facilities with Food Establishment Permits must be inspected once per Permit term. Engineering Division staff has a current database of the facilities and an inspection form for each of the two types of facilities (Food establishments and Hazardous Material facilities). Services would include performing the NPDES inspection per the City's inspection form at the frequency described in the new upcoming NPDES Permit and updating and maintaining the current Spreadsheet and providing this to the Project Manager monthly. Also, on a quarterly basis, the consultant shall check the DEH website for new businesses that obtained DEH Permits requiring City NPDES inspections and also the SWRCB website for new or expired Industrial General (IG) Permits that require annual inspections. Prepare and maintain a list of businesses in the City, using business licenses information, that require an IG Permit, based on their SIC code, to comply with SB-205. Confirm whether or not the facility has an active IG Permit. The City has business license software, HdL, and can provide the consultant a list of businesses by SIC code. Follow-up inspections for non-compliance and providing BMP and SB-205 (if needed) educational outreach to the business owners would also be required during the NPDES inspection. It is estimated that 80 or so businesses would be inspected each year, but the number will vary. Services would include performing the NPDES inspection per the City's inspection form at the frequency described in the new upcoming NPDES Permit, submitting the inspection form to the Project Manager weekly, and updating and maintaining the current Spreadsheet and providing this to the Project Manager monthly. 4.2. ENVIRONMENTAL COMPLIANCE SPECIAL SERVICES For this Task, please include the hourly rate sheet of staff (2024 and 2025 if you have it), a cost proposal is not required as this will be on an as needed basis. If a Task is needed, a Scope of Work would be written, and the consultant asked to provide a Cost Proposal at that time. If required, the Time and Material for Task 2 will not exceed 50 hrs/year. Please provide your experience is performing the potential tasks below in your proposal. Assist Public Works Department staff with environmental compliance of State of California requirements (such as for hazardous waste, Industrial General Permits and CUPA facilities), when needed, and provide answers and clarifications to regulations and questions from staff and other agencies. Update existing Facility Pollution Prevention Plan (FPPPs), the City currently has three, and they are attached to this RFP for your reference. Possible meetings with City staff, developers, civil engineers, and other regional agencies.
