Renovation of a multi-residential development in Citrus Heights, California. Completed plans call for the renovation of a 16,915-square-foot multi-residential development.
SHARP Development, LP (SHARP) on behalf of the owner (Auburn Falls, LP) , is seeking a Licensed B General Contractor (GC) to provide Construction services for the project entitled "Auburn Falls - Sierra Hills and Tiara Apartments ", described herein. Applicants with relevant experience and the qualifications required to implement the scope of work as described in this Invitation for Bid (IFB) are encouraged to respond. The selected Contractor will work with the owner's Project Team and the expectation is that a Construction Contract will be executed with the awarded Contractor. Tiara Way and Sierra Hills Apartments 1- Sierra Hills Project includes five existing residential buildings, an existing laundry facility and existing trash enclosure. A new community building will be constructed at the heart of the site and will provide a manager's office, kitchenette, restroom, and multi-purpose space for residents. Existing accessible parking spaces and on-site walkways will be improved to meet accessibility requirements. Existing monument sign will be replaced. The existing laundry building will be renovated to receive new roof, flooring, laundry equipment, new exterior doors, and replacement windows. Existing residential buildings will receive new roofs and will be repainted. Two (2) units will be updated to meet current accessibility requirements. All existing residential buildings will receive new casework, appliances, plumbing fixtures, interior light fixtures, mechanical systems, flooring, unit entry doors, and interior doors. 2- Tiara Way Project includes five existing residential buildings and one existing trash enclosure. The existing laundry building will be demolished and replaced with a community building which includes a multipurpose space, kitchen, manager's office, restroom, and laundry facilities. The parking lot will be repaired and re-striped as needed. Walkways on-site will be improved to provide accessible path of travel between accessible facilities. Existing monument sign will be replaced. Existing residential buildings will receive new roofs and will be repainted. Two (2) units will be updated to meet current accessibility requirements. All existing residential buildings will receive new casework, appliances, plumbing fixtures, interior light fixtures, mechanical systems, flooring, unit entry doors, and interior doors. The Applicant must be skilled in performing Construction activities in accordance with Tax Credit Allocation Committee (TCAC) regulations. In addition, the Applicant must be familiar with the local labor and subcontracting environment and implement Section 3 requirements and local business inclusion. Construction costs for this project are anticipated to be in the $4 million to $5 million range, which will include physical improvements to the buildings and various site improvements. This budget shall include all general conditions, overhead and profit, insurance, contingency, etc. This project will utilize 4% Tax Credits, and will be subject to regulations governing that funding source. At a minimum, the selected Contractor shall possess and maintain a Class "B" General Building Contractors License. Self-performing by the General Contractor is permitted under this solicitation. However, the following trades must be performed by a contractor / subcontractor who holds the specialty license: Asbestos Abatement (C-22); Electrical (C-10); Warm-Air Heating, Ventilation and A/C (C-20), Roofing (C-39); Low Voltage System (C-7); Fire Protection (C-16); Lathing and Plastering (C-35), Landscaping (C27). Surveillance subcontractor (must be a certified Digital Watchdog (DW) installer). All other trades may be either self performed or subcontracted. Question Submission Deadline: November 15, 2024, 5:00pm Question Response Deadline: November 22, 2024, 5:00pm The Contractor shall complete the scope of work within 235 Calendar days measured from the construction start date. The construction start date is anticipated to be in March 2025 and will be memorialized in the Notice to Proceed letter. This project will be performed in several phases as shown in the enclosed proposed schedule. Contractors may work in the specific buildings as shown in the proposed schedule at any given point in time. Owner will require a detailed CPM schedule and 3 week lookahead schedules prior to construction start. In order to qualify for this project contractors must demonstrate that they will meet the schedule and phasing plan. This project includes properties located in separate addresses. The contractor shall provide the following throughout the duration of the project at no additional cost to SHARP: Separate payment requests for each address Separate certified payrolls for each address Site Supervision and management for each phase and property Construction safety, temporary fencing and storage for each phase Contractors are required to provide their own parking. SHARP shall provide a staging area for each phase. RIGHT TO REJECT ALL BIDS AND WAIVERS Bidder understands that SHARP retains the right, in its sole and exclusive discretion to (1) reject all bids for the subject project(s) and (2) waive any informalities in its consideration and review of the submitted bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
