BRIEF SCOPE OF WORK Fire Protection Inspections and Maintenance for Extinguishers and Kitchen Hood Systems Location: Oklahoma City VA Health Care System VA Medical Center Oklahoma City, OK. 73104 The subsequent solicitation is planned to be a Base with Four possible Option Year(s) Contract. This is a Request for Information (RFI) Only for Market Research purposes, no Award will be made from this RFI. The subsequent Contract will be a Base with Four possible Option Year(s) Contract, funded by FY25 appropriations, with a start date on or after 1 December 2024. Oklahoma City VA Medical Center is seeking a qualified contractor to provide services of fire extinguishers and kitchen hood protection systems accordance with the most current edition of The National Fire Protection Association s (NFPA) Code. The contractor shall inspect and maintain the fire extinguishers and kitchen hood systems in accordance with the terms and conditions stated within this Statement of Work (SOW). All work shall be coordinated with the Oklahoma City VA Health Care System s Contracting Officer Representative (COR) or Contracting Officer (CO). Fire Extinguishers Inspection and Maintenance: Contractor shall provide all labor, parts and materials for inspection and maintenance of all fire extinguishers located on the OKC VA Medical Center. Contractor will perform annual inspection of three hundred, sixty (360) fire extinguishers. Contractor will provide documentation of the inspection in the form of a green tag used as an industry standard. The tag will contain the following: month and year maintenance and inspection was performed, the person performing the work, the name of the agency performing the work. Inspection and maintenance will begin December 2nd, 2024. All fire extinguisher annual inspections will be completed by December 31st, 2024, for all extinguishers located at 921 N.E. 13th Street, Oklahoma City, OK in Bldg(s). 1, 5, 18, 19, 20 21, 22, 23 and 32 and the guard shack at the north entrance and the guard shack located at the south entry to the parking garage. Fifty (50) vehicle fire extinguishers will be inspected starting January 2nd, 2025, and completed no later than January 31st, 2025. New fire extinguisher purchases will be made on an as needed basis throughout the year to replace any fire extinguishers that don t pass inspection, are defective, end of serviceable life or theft. Cost of new fire extinguishers will include a maintenance and inspection green tag for the first year of service. Kitchen Hood Fire Protection Systems Contractor shall provide all parts, labor, and materials for inspection and maintenance of all 7 (seven) kitchen hood fire protection systems twice per year during August and February. Located at: Canteen Grill x 1 Canteen Chicken Broaster x 1 Nutrition and Food Service x1 Healthy Teaching Kitchen x 3 Community Living Center x 1 Total of 7 systems Per NFPA 10: Persons performing maintenance and recharging of extinguishers shall be certified. Persons performing maintenance and recharging of extinguishers shall be trained and shall have available the appropriate manufacturer s servicing manual(s), the correct tools, recharge materials, lubricants, and manufacturer s replacement parts or parts specifically listed for use in the fire extinguisher. Per NFPA 96: The specific inspection and maintenance requirements of the extinguishing system standards as well as the applicable installation and maintenance manuals for the listed system and service bulletins shall be followed. IMPORTANT NOTE: This Sources Sought is for information only (to determine the socioeconomic status of interested companies). No award will be made off of this posting. LIMITATIONS OF SUBCONTRACTING: The Limitations of Subcontracting may or may not apply to a resulting solicitation from this Market Research. Vendors are advised to familiarize themselves with Federal Acquisition Regulation parts 19.505(a)(2) and 19.505(b)(1) as it pertains to subcontracting limitations. Vendors are also advised to familiarize themselves with 13 CFR 125.6 and the penalties described in this regulation.
