The District of Columbia, Office of Contracting and Procurement, for and on behalf of the District of Columbia Department of Transportation ("DDOT"), pursuant to the Procurement Practices Reform Act of 2010, and the Procurement Integrity, Transparency, and Accountability Amendment Act of 2016, is issuing this Request for Qualifications ("RFQ") to solicit Statements of Qualifications ("SOQ"s) from experienced firms ("Offerors") interested in providing System Management Services for Traffic Signal Controller Replacement for the District Department of Transportation (the "Project"). PROJECT BACKGROUND As part of its mission to improve mobility and traffic safety on the District's transportation network, DDOT is in the process of replacing approximately 1,601 traffic signal controllers along with the Traffic Signal Control System (TSCS) nearing the end-of-life (EOL) conditions. DDOT would replace the existing Model 170 and 2070 signal controllers with new Advanced Transportation Controllers (ATCs). Specifically, DDOT has selected Swarco's FLex ATC controllers as the replacement for the older signal controllers. Additionally, DDOT is replacing the existing McCain QuicNet central system with a new Transparity Central System. The overall program will consist of the following phases of implementation: TSCS Procurement - DDOT has contracted with Swarco/McCain to provide installation, operations and maintenance support for the new Transparity TSCS. System Management (this RFQ) - DDOT will procure the services of a Consultant that will develop Controller Configuration Packages (CCP) and supervise test activities performed by the Electrical Contractor, along with various coordination, management, and implementation tasks in support of installing new FLex ATC controllers at all signalized intersections in the District. Construction Phase - DDOT will procure the services of Electrical Contractors to furnish and install new ATCs under two (2) separate phases: o Phase 1 - Installing new ATCs at approximately 1,580 "Typical" intersections, including conflict monitor replacement, cabinet wiring modifications, connecting new equipment into the cabinet, and transitioning operations to new controllers. o Phase 2 - Installing ATCs at 10 "Complex" intersections (e.g., traffic circles, multi-leg intersections), along with new phasing, wiring and configuration of new cabinets, as well as revised traffic control equipment including cable, conduit and signal heads as necessary, along with transitioning from interval-based control to phase-based control. The Contractor shall provide staff to carry out engineering, coordination and supervision activities for the traffic signal controller replacement as they are being performed, resolve installation and operation problems and provide expert input for changes to the Contract Administrator (CA). The Consultant shall provide System Management services, including providing the expertise required for conducting system integration, management and implementation tasks for installing new FLex ATC controllers at all signalized intersections in the District. Primary tasks would include but not be limited to direct supervision of bench testing, integration testing and acceptance testing of new FLex ATC controllers performed by the Electrical Contractor and supporting integration with DDOT's newly-installed Transparity TSCS, including development of CCPs, central database, signal timing, and system connection needs once the new ATCs signal controllers are operational in the field. DDOT may evaluate the response to this RFQ based on the anticipated completion of all or any portion of the Project. DDOT reserves the right to divide the Project into multiple parts, to reject any and all Qualifications, and to re-solicit for new Qualifications, or to reject any and all submissions and temporarily or permanently abandon the Project or any portion thereof. The District of Columbia makes no representations, written or oral, that it will enter into any form of agreement with any respondent to this RFQ for the Project and no such representation is intended to be, or should be, construed by the issuance of this RFQ. The District of Columbia reserves the right to waive any formalities or minor technical inconsistencies or delete any item/requirements from this RFQ or resulting RFP or contract, when deemed to be in the best interest of the District of Columbia. The term of the contractshall be from award through one year. The District may extend the base term of this Contract for a period of three (3) one-year option periods by written notice to the Contractor before the expiration of the Contract; provided that the District will give the Contractor a preliminary written notice of its intent to extend at least thirty (30) days before the contract expires. The preliminary notice does not commit the District to an extension. The exercise of this option issubject to the availability of funds at the time of the exercise of this option. The Contractor may waive the thirty (30) day preliminary notice requirement by providing a written waiver to the Contracting Officer prior to expiration of theContract.
